Saudi Arabia is a country that is rich in history, culture, and creativity. With a young and growing population, there is tremendous potential for the development of the cultural and creative industry sectors in the country. To realize this potential, it is essential to have clear definitions for these industries and their associated sectors.
The definitions of cultural and creative industry sectors (CCIs) can vary across nations. Therefore, the وزارة الثقافة Ministry of Culture has adapted the classification provided by the United Nations Educational, Scientific, and Cultural Organization (UNESCO) to align with the Saudi context. This classification provides a definition of the 30 sectors that cover the full scope of CCIs. Of these, twenty-four are within the portfolio of the Ministry of Culture. To arrive at the current 16 cultural sectors that serve as the basis for the strategy, some of these sectors were combined, and others were renamed.
In addition, five sectors that fall under the portfolio of other entities, but are not covered by the Ministry of Culture, were added for consideration. The rituals sector, a part of the intangible cultural heritage that focuses on the traditions and rites linked to religious practices, was not included in this report.
The 16 cultural sectors identified by the Ministry of Culture are architecture and urban design, art and museums, books and publishing, crafts and traditional arts, design, film, performing arts, heritage, language and translation, libraries and documentation, media and digital, music, fashion, television and radio, video games, and animation.
These sectors are significant contributors to the country's economy, job creation, and overall cultural landscape. Therefore, having clear definitions is critical for fully understanding and developing the potential of these industries. The Ministry of Culture aims to leverage the potential of these sectors to enhance a country's soft power and create a vibrant cultural and creative ecosystem.
