The Australian government is trying to make it easier for foreign workers in aged care to become permanent residents because there aren't enough people to fill these jobs. But at the same time, they are making older temporary workers leave the country, even if they are doing important work. Australian citizens in their 60s can keep working in aged care as long as they want. However, temporary visa holders aged 57-year-old must leave Australia for being too old according to the immigration rules. Immigration lawyer Tin Zhu thinks that Australia should change the rules for certain jobs like aged care. He believes it's unfair that even though someone that has been in Australia for eight years can't apply to stay permanently because of her age. Some experts say that older migrants can cost the country more in the long run because they might need more healthcare as they get older. So, there's a debate about whether Australia should change its rules to allow older workers to stay if they are doing important and understaffed jobs. I was shocked to see that Parliament is clamping down on overseas care workers bringing family members to the UK. These reforms, aimed at reducing overseas care worker numbers and restricting family member immigration, could exacerbate the already critical staffing shortages that we are seeing in social care. At the heart of this issue lies inadequate pay for social care workers. Without addressing this, reducing migrant worker numbers could lead to a significant care deficit in all healthcare sectors, including dentistry. Interesting article from BBC News about the care industry becoming "top priority" for #modernslavery cases in the UK, with clear indicators of Forced labour: false promises, threats of penalties when the worker complained (threats of dismissal and visa cancellation). "The care industry has gone from "not being on their radar" to becoming a "top priority" in the past 18 months", according to Gangmasters and Labour Abuse Authority (GLAA), along with other services such as car washes. It illustrates the findings of the latest Global estimates on #ForcedLabour by International Labour Organization, Walk Free & IOM - UN Migration, according to which the services sector is the first in terms of number of victims.

The federal government has just announced two new pilot programs offering permanent residency for caregivers coming to Canada to look after children, seniors and disabled people. What does this mean for caregivers and the care economy in Canada? Our Women’s Rights Policy and Advocacy Specialist, Rebecca Boyce, has weighed in: The government continues to invest in the care economy, having recognized the care crisis Canada is facing. Care workers are the back bone of Canada's care sector, but too many are underpaid and undervalued, especially those coming to Canada from other countries to fill the gaps. Oxfam Canada welcomes the two programs to regularize migrant care workers demonstrating the respect and security they deserve. As outlined in Oxfam Canada’s Feminist Scorecard 2024 we applaud this government’s advances in supporting the care economy – an economy that makes up 25-30% of Canada’s GDP. That being said, there’s no time to lose. A permanent migrant caregiver program has been a critical ask since 1979 by groups like the Migrant Rights Network and the Migrant Workers Alliance. Announcing pilot programme after pilot programme is only delaying meeting Canadian families’ care needs and migrant care workers’ rights. At Oxfam Canada, we still want to see this government go further and develop a national strategy to recruit and retain care workers and ensure care workers are fairly compensated, have paid sick leave and enjoy dignified working conditions. We are in the midst of a care worker crisis, and a report from the Canadian Centre for Caregiving Excellence shows that there is a 25% gap in care workers. It also shows that 1 in 5 caregivers is born outside of Canada and 21% of caregivers have experienced abuse. While this enhanced program will expedite PR status and increase the number of caregivers coming in, more needs to be done to prevent exploitation and abuse, including ratifying ILO Convention 189 on protection of domestic workers.
