🚨 FBI and CISA Issue Joint Advisory on Snatch Ransomware Threat 🚨 The FBI and CISA have released a joint Cybersecurity Advisory (CSA) to combat the rising threat of Snatch ransomware attacks, which have been targeting various critical infrastructure sectors since 2018. The advisory is part of the #StopRansomware initiative and aims to equip network defenders with crucial information to protect against this cyber threat. Summary: Snatch ransomware operates under a ransomware-as-a-service (RaaS) model and has the ability to evade detection by rebooting infected devices into Safe Mode. Victims span across the Defense Industrial Base, Food and Agriculture, and Information Technology sectors. The ransomware has unique tactics, including appending a series of hexadecimal characters to each file and folder name it encrypts. Recommended Steps: 🛡 Audit and Control Remote Access: Monitor and require authorized remote access to be used only through approved channels like VPNs. 🛡 Implement Application Controls: Manage and control software execution to prevent unauthorized installations. 🛡 Strengthen Credential Security: Enforce multi-factor authentication and avoid the storage of plaintext credentials in scripts. 🛡 Regularly Update and Patch: Prioritize the patching of known exploited vulnerabilities. 🛡 Employ Network Segmentation: Limit the spread of ransomware and restrict adversary lateral movement. 🛡 Maintain Data Backup and Encryption: Ensure data backups are encrypted, immutable, and offline. 🛡 Continuously Test Security Controls: Align them with MITRE ATT&CK techniques. You may have seen it - CISA, as part of the Critical Infrastructure Act of 2022 (CIRCIA), as released an unpublished proposal for cyber incident reporting. The official publishing date expected is April 4, 2024. This thing is... massive. 447 pages. So much information, to the point of over-complexity for something so high impact. Thank goodness for the simplicity of the CISA one-page fact sheet. Here are the core requirements of the publication: 1. Using CISA incident reporting forms or a CISA email, report any significant threats, attempts, or successful security issues. Currently, CIRCIA requires entities to report to CISA cyber incidents within 72 hours after the entity reasonably believes that a cyber incident has occurred. It also requires notification within 24 hours after a ransom payment has been made in response to an attack. 2. Report ANY threats experienced from the below list. - Unauthorized access to your system - Denial of Service (DOS) attacks that last more than 12 hours - Malicious code on your systems, including variants if known - Targeted and repeated scans against services on your systems - Repeated attempts to gain unauthorized access to your system - Email or mobile messages associated with phishing attempts or successes - Ransomware against Critical Infrastructure, include variant and ransom details if known 3. Include ALL known elements from this list in the report: - Incident date and time - Incident location - Type of observed activity - Detailed narrative of the event - Number of people or systems affected - Company/Organization name - Point of Contact details - Severity of event - Critical Infrastructure Sector if known - Anyone else you informed Don't delay or skip reporting, as subpoenas and penalties are in play as repercussions. How many of these disclosures will come? How much workload will there be for CISA to triage, validate, remediate, and share as it relates to each submission? The initial estimate is that this Act covers 316,000 entities and anticipates 210,000 submissions over next ~decade, sporting a $2.6B price tag. With AI in the mix and time-to-threat shrinking, I believe the 210K submissions estimate is low.
