I’m glad to see the lack of systemness addressed, as the community colleges in PA are being trampled. Also glad to see efforts to address funding.
Two big questions:
(1) Shouldn’t all universities receiving public funds be part of this system? Why would PA continue to fund places without significant accountability - especially given the very clear evidence that Temple and Penn State have both turned far away from the public good? PA higher ed has been greatly harmed by the prioritization of private schools (which state relateds still act like) over publics, and that has to stop.
(2) How can PA ensure that dollars follow student need? A focus on outcomes often leads to gatekeeping and creaming with places like urban community colleges blamed essentially for the poverty of its community. How can we ensure that CCP isn’t harmed in an outcomes based system by the extant funding inequity in k12, and so on? (There’s a metric around 1st gen graduates but parental education isn’t a sufficient substitute for wealth or racial discrimination.)
