In the dynamic landscape of cannabis retail, the concept of "pay to play" has long been ingrained, particularly within consumer packaged goods (CPG) environments. What's evident now are two clear market dynamics: big-box stores receiving compensation for stocking various products across their expansive locations, and boutique retailers boycotting those SKUs. Notably, neither of these trends inherently prioritizes the customer's needs or preferences. Licensed producers hold a unique opportunity to align their strategies with consumer needs by investing in more qualitative research. Understanding distinct category segments, their needs and adopting pricing structures that reflect consumer preferences fosters a mutually beneficial relationship between producers, retailers, and consumers. Ultimately, if a product resonates with the right audience, at the right price, and is supported by retailers who believe in the brand, why resort to pay-to-play tactics which divid the industry? It's a question worth considering.

I always try to look at things full spectrum. My reference is Ontario, although in 2019 Wiisag did try and do business with Osoyoos Indian Band and Xaxli'p in BC, but problems in Ontario killed our access to capital. In Ontario at the AOPFN we had access to information and operations of a financially successful on reserve 'dispensary' (more like an integrated cannabis business). They were printing money for at least 3 years I know about. Still operating. I don't know metrics these days. THE NATION didn't share in the financial windfall. THE NATION had a live BCR that didn't authorize these operations and stated they could be shut down at any time. I sat in meetings with the Chief of AOPFN and BILL BLAIR himself talking about 'harmonization" and "amnesty" for these operations. Died with 2019 election. This NATION on some sort of reasonable revenue share with the operators could have received tens of millions of dollars if the NATION felt it had rights in cannabis. Instead this financial windfall - in the tens of millions- was all kept by the operators who bought real estate and stuff. Is this equitable? just?? FINTRAC Canada | CANAFE Canada Today in Downtown Toronto there must be 100 dispensaries operating under the SOVEREIGN Indigenous model. These are not owned by any First Nation, they are operated by individuals. There are new ones popping up almost daily. Must be very lucrative. More personal fortunes being made in plain sight by unlicensed, uninsured cannabis ops. In Ontario there doesn't seem to be any serious appetite, federally, provincially or municipally to enforce the Cannabis Act or provincial laws. There also doesn't seem to be any appetite to negotiate harmonizations or amnesty deals. Wiisag is talking with Health Canada | Santé Canada Cannabis regulations and Public Safety Canada | Sécurité publique Canada about these matters in real time. Making little progress. So I'm now expanding our outreach to Law Enforcement Ontario Provincial Police. Solicitor General | Solliciteur général 2 reasons I am pursuing this situation 1. a Health Canada official induced Wiisag to pursue a Cultivation License as a 'pilot project partner" so I'm dealing with that as a fiduciary. We won't be HC's guinea pig and 2. the financial beneficiaries of the illegal dispensary at AOPFN are suing me personally and Wiisag . We tried to help them 'get legal' when they were scared of law enforcement The black market is thriving, and not safe. Counters the whole reasons for Cannabis Act. I am also shocked that the shareholders of Canopy Growth Corporation Tilray Brands, Inc. Cronos Group Organigram Inc who lost $$$100s of billions aren't suing their management teams for their passive acceptance of the black market. I don't want to be spending time and attention on these issues but I've been pulled in and I will continue pointing out the injustice and danger in the current industry until it changes.

Who is the government protecting with these raids? The legal cannabis industry. Is the legal cannabis industry complicit in the continued domination of First Nations through force? Yes, the industry associations need to speak out against it. Were First Nations included in the industry in the first place? No, They were not consulted. Should legal cannabis businesses be outraged by this colonial abuse being performed in their name? Yes, if they have any conscience. Will this continue to escalate? Yes until we publicly shame them for taking away medicine that helps with the PTSD of residential schools survival. Is anyone doing anything about it? Yes, the Victoria Cannabis Buyers Club and others are challenging the constitutionality of the CSU and the cannabis act.

A federal judge has allowed New York City to continue closing unlicensed cannabis shops. The issue of unregulated intoxicating cannabinoids has implications on the local, state, and federal levels.
