Congratulations to Angela Rayner, Matthew Pennycook and Jim McMahon, the new ministerial team in the Department for Levelling Up, Housing and Communities. Deputy Prime Minister and our Secretary of State, Angela Rayner, has engaged so constructively with the social housing sector since being appointed to the shadow Sec of State role last autumn, including committing to the biggest boost to social and affordable housing in a generation. In addition to bringing expertise and knowledge, it’s hard to overstate the huge value Angela will bring to this role having lived in social housing. As a former council leader and with experience of the shadow transport and DEFRA briefs in opposition, Jim McMahon brings fantastic local government experience to the department. Matthew Pennycook has been in the shadow housing and planning brief for several years and we’ve worked closely on detailed legislation like Levelling Up and Regeneration Act and Renters Reform Bill. Matt is exceptionally hard working, intelligent and has a deep knowledge of housing and planning. From working with Matt in the months leading up to the election it has been clear to see that his commitment to boosting the supply of social housing is ambitious and informed by a detailed understanding of the issues. I’m looking forward to working with Angela, Matt, Jim and National Housing Federation members across the country to realise our shared ambition to end the housing crisis. Kate, can you add social housing tenancy fraud into the mix. 220,000 homes are sublet and while some RSL’s are great at combating tenancy fraud most do nothing. The regulator doesn't regulate the management of subletting, the charities commission don’t do anything. All RSL’s should manage their stock and tackle subletting and it should be under external scrutiny. 220,000 tenants profiting from social housing. 220,000 properties where the social landlord don't know who’s living in their property. Combating subletting needs to be part of the mix in fixing the housing crisis.
