"There are undoubtedly some crucial problems and challenges with regional security mechanisms in Africa. First, the underlying reasons (as opposed to the official declarations) for military interventions are often closely associated with myopic regime interests. Indeed, several regional peacekeeping missions have more or less been 'manipulated' by governments seeking to camouflage and legitimize their individual regime interests, jeopardizing, in this way, the regional agenda. This is closely related to the fact that regional institutions can show a lack of neutrality and there has even been abuse of regional security mechanisms, as most evidently seen in the case of SADC and ECOWAS. According to Diehl, such problems weigh more heavily on regional as compared to multilateral peace-keeping."
