Arias Leitón began by highlighting the significant strides Costa Rica has made in reducing the digital divide and enhancing its #telecommunications infrastructure. Over the past five years, the country has seen an 𝟖𝟎 𝐩𝐞𝐫𝐜𝐞𝐧𝐭 𝐢𝐧𝐜𝐫𝐞𝐚𝐬𝐞 📈 𝐢𝐧 𝐭𝐡𝐞 𝐝𝐞𝐩𝐥𝐨𝐲𝐦𝐞𝐧𝐭 𝐨𝐟 𝐟𝐢𝐛𝐞𝐫 𝐨𝐩𝐭𝐢𝐜 𝐜𝐚𝐛𝐥𝐞𝐬. This improvement has not only enhanced fixed Internet speeds, with 𝟐𝟓 𝐩𝐞𝐫𝐜𝐞𝐧𝐭 𝐨𝐟 𝐮𝐬𝐞𝐫𝐬 now enjoying speeds over 100 Mbps, but has also led to a 𝟔𝟒 𝐩𝐞𝐫𝐜𝐞𝐧𝐭 𝐫𝐞𝐝𝐮𝐜𝐭𝐢𝐨𝐧 𝐢𝐧 𝐭𝐚𝐫𝐢𝐟𝐟𝐬 for fixed Internet services. These advancements underscore the sector's transformation driven by the increased demand for data and the competitive efforts of #telecom operators. However, the journey to 𝟓𝐆 𝐡𝐚𝐬 𝐛𝐞𝐞𝐧 𝐟𝐫𝐚𝐮𝐠𝐡𝐭 𝐰𝐢𝐭𝐡 𝐝𝐞𝐥𝐚𝐲𝐬. Arias Leitón pointed out two primary factors causing these setbacks. The first was the process of spectrum recovery, which was essential to include 𝐚𝐥𝐥 𝐚𝐯𝐚𝐢𝐥𝐚𝐛𝐥𝐞 𝐬𝐩𝐞𝐜𝐭𝐫𝐮𝐦 🌐 in the auction. This recovery, involving intricate legal and administrative steps🏛️, was only finalized in December 2023. The second factor was the transition to using 𝐭𝐡𝐞 𝐜𝐞𝐧𝐭𝐫𝐚𝐥𝐢𝐳𝐞𝐝 𝐩𝐮𝐛𝐥𝐢𝐜 𝐩𝐫𝐨𝐜𝐮𝐫𝐞𝐦𝐞𝐧𝐭 𝐬𝐲𝐬𝐭𝐞𝐦 (𝐒𝐢𝐜𝐨𝐩)for the auction process, a requirement introduced by recent legislative changes. Given that Sicop was designed for purchasing rather than auctioning, Sutel faced significant delays in obtaining the necessary permissions to use specialized auction software. Despite these obstacles, Arias Leitón reassured that 𝐒𝐮𝐭𝐞𝐥 𝐢𝐬 𝐧𝐨𝐰 𝐢𝐧 𝐭𝐡𝐞 𝐟𝐢𝐧𝐚𝐥 𝐬𝐭𝐚𝐠𝐞𝐬 𝐨𝐟 𝐩𝐫𝐞𝐩𝐚𝐫𝐚𝐭𝐢𝐨𝐧. Arias Leitón also addressed broader industry concerns, emphasizing that the delays have had tangible impacts on Costa Rica's competitiveness 📉. Is Claro Chile the Big Winner of Chile's Second 5G Auction? According to an article written by Andrea Catalano on TeleSemana.com, Claro Chile S.A. emerged as the big winner of Chile's second #5G auction, securing all five 10 MHz blocks in the 3.5 GHz band offered by the Undersecretariat of Telecommunications (Subtel Chile). The operator bid 83.5 billion Chilean pesos (89.3 million dollars), nearly double Entel Chile's offer. This significant difference highlighted Claro Chile's keen interest in acquiring 5G #spectrum, as it was the only operator in the country that had not secured this resource in the previous auction. As part of the obligations from this second auction, 121 new localities will receive 5G #technology, and 1,500 kilometers of roads will be connected. There is also the possibility of a third 5G auction, pending future decisions by Subtel Chile. "We are very pleased with this auction. It achieved the objective of having an additional player in the 5G spectrum," said the Minister of Transport and Telecommunications, Juan Carlos Munoz. He emphasized the goal of a robust telecommunications system for #Chile. The Undersecretary of Telecommunications, Claudio Araya S., expressed satisfaction with the results, highlighting the positive impact on network deployment, investments, and national productivity. Chile launched its 5G services at the end of 2021, becoming the first country in Latin America to do so. The initial auction saw Movistar Chile, WOM Chile, and Entel acquire spectrum for 453 million dollars. Araya reiterated the importance of making all available spectrum benefit the public by expanding coverage and improving service quality.

In an article published by Andrea Catalano on TeleSemana.com, the current challenges facing the telecommunications sector in Latin America are laid bare. Revenues in the sector have plummeted by 𝟑𝟖 𝐩𝐞𝐫𝐜𝐞𝐧𝐭 𝐟𝐫𝐨𝐦 𝟐𝟎𝟏𝟐 𝐭𝐨 𝟐𝟎𝟐𝟐, posing significant challenges for future investment in network coverage and capacity. According to a study by the consultancy @NERA, revealed at the #M360LATAM event in Mexico City, operators in the region will need to invest approximately 𝟑𝟐 𝐛𝐢𝐥𝐥𝐢𝐨𝐧 𝐝𝐨𝐥𝐥𝐚𝐫𝐬 over the coming years to support the anticipated growth in data traffic. This study, supported by Movistar (Telefónica Hispam), emphasizes the urgent need to address the financial sustainability of the telecom industry. Despite the drop in revenues, 𝐜𝐨𝐧𝐧𝐞𝐜𝐭𝐢𝐯𝐢𝐭𝐲 𝐝𝐞𝐦𝐚𝐧𝐝 📶 continues to rise, with mobile traffic expected to grow by 𝟐𝟖 𝐩𝐞𝐫𝐜𝐞𝐧𝐭 𝐚𝐧𝐧𝐮𝐚𝐥𝐥𝐲 over the next five years, and fixed network traffic by 14 percent. José Juan Haro, Director of Wholesale Business and Public Affairs at Movistar (Telefónica Hispam), stressed the importance of long-term investments and contributions from all players in the digital ecosystem to sustain networks. He called for 𝐛𝐞𝐭𝐭𝐞𝐫 𝐩𝐮𝐛𝐥𝐢𝐜-𝐩𝐫𝐢𝐯𝐚𝐭𝐞 𝐜𝐨𝐨𝐫𝐝𝐢𝐧𝐚𝐭𝐢𝐨𝐧 🤝and updated regulations to ensure the industry's sustainability. The fiscal burden on the sector is significant. A study by the National University of La Plata, commissioned by CABASE, revealed an average 𝐭𝐚𝐱 𝐛𝐮𝐫𝐝𝐞𝐧 𝐨𝐟 𝟒𝟏.𝟓 𝐩𝐞𝐫𝐜𝐞𝐧𝐭 in Argentina, which can reach up to 70 percent in some cases. Alejandro Quiroga Lopez, Director of Regulatory and Institutional Affairs at Claro Argentina, Paraguay, and Uruguay, highlighted the 𝐡𝐢𝐠𝐡 𝐭𝐚𝐱 𝐫𝐚𝐭𝐞𝐬 📊 impacting the industry’s cost structure and competitiveness. Telefónica emphasized the need to address both tax and regulatory issues to ensure the industry's sustainability. Haro pointed out that the traditional public policy approach, characterized by high taxes and spectrum costs, has led to an unsustainable level of competition in some markets. He cited 𝐁𝐫𝐚𝐳𝐢𝐥'𝐬 𝐫𝐞𝐝𝐮𝐜𝐭𝐢𝐨𝐧 from 𝐟𝐨𝐮𝐫 𝐭𝐨 𝐭𝐡𝐫𝐞𝐞 𝐧𝐚𝐭𝐢𝐨𝐧𝐚𝐥 𝐨𝐩𝐞𝐫𝐚𝐭𝐨𝐫𝐬 as a positive example, resulting in increased investments and improved services. The future growth of traffic, driven by #5G and 𝐞𝐱𝐩𝐚𝐧𝐝𝐞𝐝 𝐜𝐨𝐧𝐧𝐞𝐜𝐭𝐢𝐯𝐢𝐭𝐲 📡, underscores the need for modern regulatory frameworks.
