Today and tomorrow, the Shaping Feminist Foreign Policy Conference 2023 is taking place in The Hague, with many leading and inspiring speakers from around the world. Women make up half the world’s population, yet they rarely have equal representation in places where decisions are made about their lives, such as in politics and on management boards. As long as the rights of women and girls remain uncertain, they will face discrimination, including in financial and legal terms – unequal access to property, land, inheritance, loans and education. This violates their rights and makes them vulnerable to poverty, dependence and violence. However, it is not just about women and girls. Other marginalised groups, including LGBTIQ+ persons, also face diverse – and often interwoven – forms of disadvantage, exclusion and inequality. Opting for a feminist foreign policy means making equality and equal rights for all the main focus in all aspects of Dutch foreign policy. In doing so, the Netherlands has joined a group of pioneering countries, including Canada, Chile, France, Germany, Luxembourg, Mexico and Spain, that are campaigning internationally for gender equality. SFFP 2023 is the second edition of this conference. The first was held in 2022 by Germany. Next year’s host will be Mexico.The conference falls within the context of the Dutch government’s feminist foreign policy, which strives for equal rights and equality for all people worldwide. At the Competitiveness Council (COMPET) meeting (07/12/23) the Research Ministers from 27 member states adopted Conclusions on “Science in the public policy process to improve the lives of citizens and strengthen democracy”. This is an important political recognition of the need for organisations like the JRC to bring science to inform policy at Member State level, and avoid political polarisation, mis- and disinformation, and complicated policy problems which cannot be solved without science.

Yesterday, International IDEA launched its 2023 Global State of Democracy report: "2022 marked the sixth consecutive year in which more countries experienced net declines in democratic processes than improvements." 📊 This, of course, rings the bell of the work I have recently undertaken with my colleagues Ashiqun Nabi, Pierre Marion, and Mark Engelbert on democracy and freedom interventions in the context of democratic backsliding. 🤝🗳️🤔 While there is no magical recipe to counter democratic backsliding, a lot can be done to support representation, rights, the rule of law, and participation. Notably, we observed the positive impact of capacity strengthening and voter information on democracy outcomes. 📈✅ Nonetheless, it is crucial to consider the heterogeneity of backsliding situations. As shown by the IDEA report, backsliding can be caused by a wide range of factors, such as corruption, electoral participation, gender equality, freedom of religion, and credible elections, among others. Standing up for Safer and More Inclusive Journalism in Ethiopia Yesterday, I had the privilege of participating in a powerful round table discussion at the U.S. Embassy, organized in collaboration with the Ethiopian Media Women Association (MWA). This critical and timely program focused on understanding and combating Gender-Based Violence (GBV) against women journalists in Ethiopia, both on and off duty. As part of the 16 Days of Activism Against GBV, this event brought together female media practitioners to discuss how GBV impacts their professional lives and to explore pathways towards a safer and more inclusive journalistic landscape in Ethiopia. The discussion was deeply insightful and highlighted the significant challenges faced by women journalists, including harassment, intimidation, and even physical assault. However, it also showcased the incredible resilience and dedication of these women, who continue to bravely report on vital issues despite the risks they face. This event served as a powerful reminder of the urgent need to address GBV in all its forms. It also underscored the importance of building a media environment that is safe, inclusive, and supportive for all journalists, regardless of gender. I am grateful to the U.S. Embassy and MWA for organizing this critical program and for providing a platform for meaningful dialogue and collaboration. Together, we can create a brighter future for journalism in Ethiopia, where women can thrive and contribute their voices without fear of violence or discrimination. My joint paper “A Transformative Feminist Foreign Policy for Aotearoa New Zealand”was published in 2023-2024 issue of the journal Women Talking Politics. The paper was written along with my application for a postdoctoral fellowship and was the outcome of my reading and reflection on feminism and feminist values in International Relations.
