DoD recently announced the formation of “SWAT” teams to support software acquisition programs in the use of agile development methodologies. According to the GAO, only 50 programs are using the Software Acquisition Pathway adopted in 2020. So, I've been holding this in for awhile and I need to offload it. Why can't DoD use IPPS-A as a foundation? Don't bounce all over between proprietary protocols amd industry partners, standardize on a functional platform & process and build solutions for soldiers to use in their pocket. ah like...IoT and what they're all used to in life.. NOW...Lets go deep: Imagine, we ISSUE every service member a cell phone with unlimited data plan. (Sorta how we do the 13M+ immigrants of varying legalities) So, each SM now has a way to safely communicate. We can then build that device with apps ranging from IPPS-A to ATAK. It becomes their safe to call home phone (force VPNs), their desktop NIPR, their HR, their PLI device and their recall and command info device. Now wait for it.... IT also let's them become globally deployed sensors so we can provide regional force protection of them, and it's all connected via terrestrial, WIFI, 5G to *G, and LEO satellite. Sorta like... every SM is connected, a sensor, protected in cyber space and... at a much lower overall cost than these massive VSAT and multi-duplicative architectures of ...STUFF. Focus on the soldier. Standardize on the field tool and work backward from there. Common device (the one they buy thru Verizon or AT&T today) full time, Real time and disadvantaged connectivity. Multi use, in garrison and deployed, force protection and operational capabilities AND IdM to protect it all. And since we already know how to field millions of phones to the migrants, we should be able to quickly do this for service members. Huge taxpayer savings in the long run. Use the commercial architecture as primary and reduce to massive architecture(s) supporting SBU/CUI. Oh and it'll be MUCH more flexible. There, I said it. I feel better. thanks for letting me vent. Now back to building the same crap DoD has asked for for the last 20 years. Later!
