The Chips Act has substantially impacted tool sales, although not in the expected direction. Has the Chinese appetite for Semiconductor tools led to constipation? The Chinese tool companies are still collectively less than half the size of the largest tool companies in the West, but they have been on an incredible growth journey of close to 50% CAGR over the last few years. A dip in the quarter of the Chinese New Year would be expected, but the Year of the Dragon started with a significant decline. The Chinese tool companies also suffer from high inventories. We may be at the end of the rapid (and rabbit) expansion of Chinese semiconductor manufacturing, although this has yet to be seen in the sales figures of Western tool companies. Looking at TSMC Japan recent comments makes me think. If you remember, especially those of us who were part of the beginning, SemaTECH was originally formed to make USA more competitive against Japanese's Semiconductor companies , equipment suppliers and other suppliers. This came about in the mid 80's. If you look now neither USA nor Japan dominate many areas in the semiconductor manufacturing segments. The equipment suppliers have purchased or merged with global companies. AMAT and TEL being probably the largest and with ASML controlling lithography. With announcements where Japan is wanting to build up their semiconductor sector utilizing all levels sourced mostly in Japan could lead to high investment and growth. This is something the USA should look at also. Where USA could in the 70's and 80's source over 80% of everything needed in the semiconductor manufacturing world from USA based companies now it might be less than 50% if everything is looked at. Taking a look at equipment, chemistry and wafers plus others could bring manufacturing back to US soil. Right now there are not enough wafer nor chemistries made in US to support US based FAB operations. Over 90% of all lithography is supported from offshore as are many other critical items needed to operate or even build new FABs. I can understand the goals to ensure that FAB operations and technology needs to be looked at onshore to have abilities to not be interrupted by unforeseen issues which the future could maybe hold. We don't want to start un healthy competition but at same time we should not be left behind. We should look at every level from raw materials to finished goods to see where the US should make sure there are onshore resources and invest as needed. Korea, Taiwan, China and other countries are heavily investing to have on shore suppliers.
