Last Friday marked an exciting milestone for our team as we celebrated the Topping Out Ceremony of the new 12-story hotel tower at Harrah's Cherokee Valley River.
JCJ’s Peter Stevens, Steven Palmisano, and Megan Lamontagne attended the celebration of the project’s progress hosted by Valley River and Robins & Morton. After all teams signed the beam, Valley River General Manager Lumpy Lambert, EBCI Principal Chief Michell Hicks, and Vice Chief Alan B. Ensley expressed their gratitude to everyone involved in the project and their appreciation for the community this project serves.
We extend our heartfelt thank you to all who contributed, including Eastern Band of Cherokee Indians for their vision and trust in our team, Harrah’s for their project leadership, our consulting engineers, and the Robins & Morton Construction Management team.

There is no doubt about the contributions of Pliny and Gail and the Center for Maximum Building Potential. But the article fails to mention the roots - Energy Star (named after the Capitol of the Lone Star Republic where it was created )and how that morphed into the nation’s first green building program - long before the USGBC. That goes all the way back to the early 1980s and it’s a great story that needs to be told as well.
UT School Of Architecture Professor Paco Arumi, as well as city councilmember Roger Duncan, need mention for their foundational research and support. Long story short Energy Star was a brain child of many - including a few volunteer UTSOA graduate students (such as myself) , local design professionals (such as LM Holder III), city employees, environmental activists (such as T Paul Robbins), and Paco Arumi‘s DEROB (the Dynamic Response of Buildings) energy analysis program from the late 70's early 80's. Thanks to the inspirated thinking and guidance of these folks many learned and promoted the concept of "demand-side management" (where the cheapest kilowatt is one never needed in the first place, for example) and applied that to Austin's electricity as well as water consumption. When we wanted to bring the building community into the fold to reduce the amount of waste ending up in our landfills (a larger percentage of which came from deconstruction, demolition and new building), the Energy Star program name was no longer fitting and it got changed to "Green" Building. THAT is more of the whole story of how the Green Building movement got started in North America!

During the 50th anniversary of the state building code in 2023, BCD implemented its new strategic plan following a collaborative process between leadership, staff, and our stakeholders. The strategic planning process highlighted several themes and areas of focus for the division. We are committed to taking on these challenges and adapting to meet the changing needs of our customers. As we move into the start of our next 50 years our staff is prepared to improve on our vision of creating the foundation for safe, efficient, affordable buildings in Oregon.
Over the next year, we will look to improve internal and external communication, collaborating with our stakeholders to break down silos and convene appropriate groups to help address cross-sectional and cross-divisional issues to better serve the construction industry. We will continue our commitment to training and education, to help ensure a talented and efficient workforce.

Here’s a suggestion for Network Rail: Save the cost of demolishing the existing bridge by leaving it. And build a new accessible bridge further down the platform for presumably the same cost of the new bridge you are planning to build anyway. Conservation and cost effective. No brainer?
