There is an urgent need for open discussion around Russia’s grey zone hybrid behaviour. In the latest revelation, a United Nations Agency accused Russia of using Kaliningrad as one of its bases to disrupt European satellites. This has led to interrupted television and radio broadcasts, including violent content replacing programming on a children’s channel. Russia should “immediately cease any deliberate action to cause harmful interference to frequency assignments of other administrations,” the International Telecommunications Union’s Radio Regulations Board said Monday. Russia has also been repeatedly accused of jamming GPS signals that interfere with commercial air traffic. Very publicly… emplace high power, broad spectrum transmitters around Kaliningrad. Cover K-grad with white noise for 15 mins on Monday, 20 mins on Tuesday, etc until Russia ceases and desists interference with commercial interests from K-grad.

And that GPS jamming interferes with ALL civil air traffic - not just commercial ones! The jamming also extends to flight planning systems via internet jamming, limiting many civil flights to visual flight rules while in the air, and/or relying on difficult ATC radar-based vectoring, also limited by the lack of competency of some Russian ATC operators in English (which is the IATA-agreed language)! Not exactlyba safe aviation environment at present!
