The Hampton Roads Workforce Council recently held a meeting that brought together over 30 community, employment, and education partners all committed to the expansion of the skilled talent pipeline within the maritime sector. Among the many amazing speakers amplifying the U.S. Navy's 1+2 mission and the critical need for training capacity expansion was our Managing Director of Workforce Systems, Katherine Dames.

MARADMIN 430/23 announced applications for the FY24 Marine Corps Graduate Education Program–Enlisted (MCGEP-E) are due to NPS by Oct. 20. The new MCGEP-E program increases opportunities for enlisted Marines to earn a master’s degree from NPS, and the initial FY23 six-person cohort arrived in June.
The announcement states, “Senior leadership recognizes the need to develop resident talent within the enlisted ranks and to manage and retain our highly educated Marines. The purpose of the MCGEP-E is to send selected enlisted personnel to earn master’s degrees at NPS. This is a fiscally disciplined investment in education that will develop cohorts of enlisted professionals for duty in directed assignments.”
In fact, the MCGEP-E program is the direct result of 2022 NPS alumnus U.S. Marine Corps 1st Sgt. Brandon Smart’s research that proved investing in the higher-education of enlisted Marines impacted the effectiveness and readiness of the force.

I even went a step further to ask if the room if they knew anything about the U.S. Navy Reserve before sitting in for INDOC.

I am volunteering time this Fiscal Year to attack a systemic issue in the Navy.
The issue? Lack of information about the Navy Reserves.
I have a running tally of #transitioningservicemembers (officers) who have reached out to me this past year (217!!!) asking to provide ANY information possible about Reserve service...
If you are expecting the Career Transition Officer or Assistant to educate you on Reserve Service it's ALMOST too late...
Navy transitioners should know what is required of their service when they sign their service agreements (its USUALLY part of a service agreement!!!!!!)
Where do they sign? at NROTC, the Naval Academy, and Recruiting Stations under Collegiate programs.
Naval Science Professors, Advisors, SELs, Midshipmen, and Collegiates alike, if you want a Reservist/Reserve Recruiter to provide a segment during General Military Training Labs to provide the most current information about Reserve Service....

Today, I had the opportunity to expand my knowledge on the U.S. Naval Community College. I encourage all Naval Leaders to read these interesting facts and nominate a creditable Sailor from their command.
USNCC provides naval-relevant associate degree levels and stackable certificates in naval-relevant fields to enlisted service members. It
became established in 2021 in order to progress war fighting skills capability.
Partnering with regionally accredited universities, its goal is to remain responsive to the fleet through emerging Navy programs and needs such as leadership, engineering, data analytics, cybersecurity, aviation and many more.
It does not limit service members to in rate only specific classes. It does not touch TA or GI Bill funding. It does not require a specific time in service. It’s 100% funded.

This extends beyond those in uniform, to include strong support for spouses and children. It also extends beyond the length of one’s time in service, as each Sailor, Marine, and Sentinel is expected to maintain the integrity and strength of character developed while in uniform even after transitioning out of service. How does America develop the greatest Sailors, Marines, and Sentinels in the world and how will we continue to do so? We heard from the senior enlisted members of these renowned sea services and learned about the tireless work they undertake to ensure that the quality of our servicemembers remain the envy of the world.
