BENGALURU: Public spots have room for only 1,300 cars, 4,000 two-wheelers While the number of vehicles registered in the city has crossed 90 lakh, the biggest headache for motorists is finding a public parking slot. Data on public parking complexes delivers another shocker. There’s space only to accommodate 1,300 cars and 4,000 two-wheelers. The questions that crop up are: Why haven’t successive governments shown interest in creating parking spaces? Why hasn’t a new public parking facility been added to the city in the last 5-10 years when the authorities knew that over 1,700 new vehicles were getting added to roads every day? Experts say inadequate off-street parking is one of the reasons for on-street parking which often encroach roads and footpaths and affects smooth flow of traffic. The city has 90 lakh registered vehicles, including 60 lakh twowheelers and 17 lakh cars. However, the officials justify the move stating less number of off-street parking lots is part of the policy to discourage private vehicles and also to increase the public transport ridership. There should be a multilevel parking facility in every ward. People won’t shift to public transport just because multi-level parking facilities are not available; they should be satisfied by the service offered by transport agencies. This policy allows anyone to park a vehicle on the road and get away with an annual permit fee of Rs 5,000. The government should come up with infrastructure like multi-level parking facilities before coming up with these rules. A majority of the Metro stations also don’t have parking facilities so motorists park in nearby streets and cause congestion. Even if they want to park at a station, Metro fare and parking charges will be more,” said traffic expert MN Sreehari. Experts say mechanical parking and multi-level facilities should be considered at main economic centres in view of limited land availability and high cost of land. As a result, it is now mandatory to provide all information regarding parking spaces in the parking agreement along with the registration, and attaching this agreement along with the sales agreement at the time of registration has also become mandatory. Details such as the number of available parking spaces in the building, the size of the parking lot, height, width, etc., need to be mentioned in this agreement. Even if developers make any changes with the consent of customers, it will not be valid unless accepted by 'MahaRERA', as declared by the authorities. Now, 'MahaRERA' has also included parking spaces in these documents. However, the arrangement of vehicles cannot be done properly due to the small space available. There is not enough space to take vehicles out. Not only that, in some places, the doors of vehicles cannot be opened due to the lack of space. Many such complaints have been received by 'MahaRERA'. They have taken serious note of them. New Circular • On July 30, 2021, 'MahaRERA' had issued Circular No. 36 providing guidance on parking issues. • It has been clearly stated that developers cannot charge extra for parking spaces not allocated in the open parking area. • Apart from this, guidance information regarding garages and covered parking is also provided in the circular. This circular has been issued to prioritize customer concerns regarding parking issues.
