📡 Introducing the REGOFI, MUNIFI, and SUBEMP databases. 🌍 In collaboration with the European Commission DG REGIO, these unique databases allow us, for the first time, to open the black box of subnational finance and employment, covering over 550 regional governments and 120,000 municipal governments across 37 countries, from 2010 to 2022. 📈 These databases reveal that in 2021, regional government expenditure averaged 8.2% of GDP, while municipal expenditure was 7.2% of GDP. I'm pleased to announce a NEW publication: „Four European IFIs during pandemic", that I prepared, as part of an exchange project between the #EU and the Instituição Fiscal Independente, coordinated by Ernesto Jeger in the context of "Brazil-EU Sector Dialogue". It is a contribution to the broad debate on independent fiscal institutions. In the paper we analyze recent experiences of the #IFIs in four member countries in the European Union that are similar to the Brazilian context from different points of view. Some of the main lessons from the study: Though covid was an immense challange for both ministries of finance and IFIs from a capacity point of view, but not necessarily a challange for maintaining transparency under fiscal stress, because the absence of binding fiscal rules mostly removed the potential stress on their relations. Capacity shortage is a typical problem of #IFIs around the world; few of them have the approximately 20 well trained economists needed for just the core functions of the production of baseline scenarios, fiscal impact assessments and the assessment of fiscal rules. Several #IFIs have larger than 20 people staff, but usually they also have extra assignments in exchange, such as subnational budgetary or climate change issues. If there is a publicly funded IFI in the national public financial management system, then it must be the ultimate source of information for the parliament and the government about any positive quantitative fiscal analysis it produces. Not because the #IFI is infallible (it is certainly not, notwithstanding its ongoing pursuit of service excellence), but rather stems from its nonpartizan character. This is the only way to prevent politically motivated bias in the positive (non normative) domain of fiscal policy. This very role of the ultimate source of information justifies the significant resources to be provided to the #IFI National #IFIs should be protected from domestic (and occasionally international) political pressure by all means, including multiyear funding schemes and an active international network of #IFIs. https://rb.gy/gytdtn

Want some advice? Don’t waste your time with a whistleblowing about the non-compliance with the "OECD - OCDE Guidelines for Multinational Enterprises". Do you know what will happen? Nothing! Absolutely nothing! The company being reported will neglect and disregard the recommendations of the "OECD Due Diligence Guidance for Responsible Business Conduct" and will not conduct "due diligence" on your case, much less provide appropriate redress for the adverse impacts caused. You will waste your time, negatively impact your mental health, and face yet another disappointment. And if that isn’t enough, the NCP will favor the multinational company over you by publishing a Final Statement unfavorable to you, and thus, you won’t achieve even minimal redress. Well! At least that’s how it was for me when I filed a whistleblowing with the NCP Brazil against the Italian oil giant Eni.
