Today, International IDEA and the Office of the Election Commissioner of Mauritius (OEC) are hosting a crucial ‘Technical and Advisory Support Event’ on ‘Inter-agency Collaboration in Countering Hybrid Threats’.
This workshop, part of the Protecting Elections Project funded by the Government of Canada, has brought together 20 participants from the OEC, IT Security Unit, Independent Broadcasting Authority, Central Informatics Bureau, and the Cybercrime Unit of the Mauritius Police Force.
Participants are actively engaging to understand, identify, and counter hybrid threats to elections in a collaborative manner. This is the third event jointly organized by International IDEA and the OEC.

On the heels of the July 4th 🇺🇸 🎂 🎊 holiday, the Cybersecurity and Infrastructure Security Agency has promulgated a useful guide for election works as “Suffrage is the pivotal right.” —Susan B. Anthony
These five steps will help election workers improve processes and procedures to protect sensitive information by implementing OPSEC principles.
Step 1️⃣ – Identify Sensitive Information: Develop an organizational understanding of all data, assets, and personal information that would provide valuable information to an adversary, whether on its own or in aggregation.
Step 2️⃣ – Understand Threats: Understand the tactics used by threat actors that can present physical, cyber, or operational risks.
Step 3️⃣ - Identify Vulnerabilities: Identify potential vulnerabilities in physical and cybersecurity procedures that could allow an adversary to access sensitive information identified in Step 1.
Step 4️⃣ – Assess Risks: Considering the threats identified in Step 2 and the vulnerabilities identified in Step 3, assess the likelihood and severity of a threat actor’s actions on the security of election infrastructure or processes if they had access to sensitive information from Step 1.
Step 5️⃣ – Implement Countermeasures: Select and implement countermeasures that eliminate or reduce the priority risks identified in Step 4.
🗣 Remember—the people who work the polls on election day are regular people helping their communities. They play an important role in ensuring secure elections.

The DHS, FBI, CISA and other key partners have issued new guidance for defending against insider threat concerns that could materialize during the 2024 election cycle.
With the election fast approaching, the guidance couldn’t be more timely. The overview discusses potential scenarios that could arise during the election, and recommendations for mitigation.

On the day of the general election, a total of 61 terrorist incidents took place across the country. As a result of these terrorist incidents, 16 people were killed and 54 people were injured. ....
This includes the disruption of mobile phone services to prevent terrorists from using mobile phone SIMs with communication channels and improvised explosive devices, widespread polling stations, especially in Balochistan, KPK and Punjab. The transmission of election results from rural areas and all these security measures was a time-consuming task.
According to the Ministry of Interior, all security measures have been taken in the larger interest of the safety and security of the people of Pakistan. Vested interests will continue to fuel division as they seek to create chaos.

The TorchStone Global Executive Protection Intelligence Report for May 2024 is now available. Among other things, the report notes:
-- There were at least three more assassinations and attempted assassinations of Mexican political figures in the final month before the country held elections on June 2.
-- There were five incidents related to pro-Palestine/anti-Israel protest actions targeting high-profile individuals, which is a decline from the 12 incidents recorded in April.
-- There were several notable incidents of stalkers targeting celebrities and former politicians.

ACLED’s Andrea Carboni recently visited the European Commission in Brussels to discuss findings from our first annual report on violence against local officials worldwide. During this two-day visit, we engaged with various delegations to highlight how ACLED’s data can inform policy-makers and decision-makers in developing effective measures to protect local officials.
In 2023 alone, #ACLED recorded close to 2,500 attacks against local government officials in 94 countries. Already in 2024, we have recorded 810 events resulting in 574 fatalities. This issue is critical, especially with voters in at least 64 countries heading to the polls this year. Our discussions focused on understanding regional threats and exploring better protection measures for local officials.
