What is IMDA’s role in shaping Singapore’s approach to AI governance? The dynamically developing space of AI brings significant opportunities and risks. Singapore aims to build a trusted environment, one of the enablers under the National AI Strategy 2.0, by providing guardrails to manage key risks while enabling space for continued innovation. This includes the development of relevant frameworks like IMDA’s Model AI Governance for Generative AI and practical testing tools such as AI Verify and Project Moonshot. Internationally, Singapore has played an active role to bring together different stakeholders. Besides governments, the AI Verify Foundation engages industry and the open-source community to build responsible and trustworthy AI. Is there any doubt that AI framework is an essential step in enabling progress with Generative AI without stifling it! Singapore, number 3 in the Global AI Index behind the U.S. and China, introduced a model AI Framework last week. As the U.S. and Singapore move ahead on AI partnership, plans include building the AI talent pool, investing in furthering the digital economy and safe deployment of AI. For the latter, Singapore has already developed tools such as AI Verify and Moonshot! Exciting times ahead for AI in Singapore with no compromise on safety and security!

Grateful to the AI experts who flew in to join us at the inaugural Singapore Conference on AI for the Global Good. Conceived as a brain trust for the world, SCAI is a platform to identify and focus attention on the critical questions of AI that if systematically addressed, will bring about AI that truly serves human societies. Over three grueling days of intellectual sparring, SCAI experts identified 12 critical questions of AI, and the possible indicators of progress, which we hope will inform research and policy efforts. Ministry of Communications and Information and Smart Nation Singapore, both of which I oversee, have also just launched National AI Strategy 2.0. It outlines 15 key lines of effort Singapore will take to achieve excellence in AI and for our people, empowerment through AI. This will include using AI to address the challenges of our time, like population ageing and climate change, as well as uplift the capacities of our people and businesses to thrive with AI. The Government will also develop more use cases and help Singaporeans acquire AI-related skills. [Global leaders vow to promote safe, inclusive AI at Seoul summit] Samsung, NAVER Corp chiefs pledge to enhance safety of AI innovation Leaders of major global powers on Tuesday adopted a declaration pledging to promote safe, innovative and inclusive artificial intelligence amid the fast-evolving tech environment. The “Seoul Declaration” was adopted during a virtual leaders' session of the AI Seoul Summit, co-hosted by President Yoon Suk Yeol and British Prime Minister Rishi Sunak. The declaration aims to address the broad spectrum of opportunities and challenges posed by the design, development, deployment and use of AI. "We recognize that Al safety, innovation and inclusivity are interrelated goals and that it is important to encompass these priorities in international discussions on Al governance to address the broad spectrum of opportunities and challenges that the design, development, deployment and use of Al presents and may present," the declaration said. "We recognize the importance of interoperability between AI governance frameworks in line with a risk-based approach to maximize the benefits and address the broad range of risks from AI, to ensure the safe, secure and trustworthy design, development, deployment and use of Al," it further read. Singapore has to take a more systematic way to harness the benefits of AI for public good while mitigating its impact on jobs and livelihoods, as well as other risks such as deepfakes, scams, cyber-attacks and misinformation. Dubbed National AI Strategy 2.0: AI for the Public Good for Singapore and the World (Nais 2.0), the new strategy focuses on nurturing talent, promoting a thriving AI industry, and sustaining it with world-leading infrastructure and research that ensures AI serves the public good. The Nais 2.0 consists of three systems, which can be broken down further into 10 enablers: talent, capabilities, placemaking, industry, government, research, compute, data, trusted environment, and leader in thought and action. Singapore's IMDA released the "Model AI Governance Framework for Generative AI" (out on 30 May)- takes a systematic and balanced approach to address generative AI concerns while promoting innovation. Here are key observations from the Model AI Governance Framework (Second edition released in 2020) and the current one which focuses more on Generative AI: 👉 Incident Reporting: The latest document includes a dedicated section on incident reporting, whereas the 2020 Model AI Governance Framework (focused on "traditional AI" as the document calls it) emphasises on a)setting up internal governance structures, b) determining the level of human involvement in AI-augmented decision-making, c) operations management, and d) stakeholder interaction and communication. 👉 Content Provenance: With the advent of deepfake cases globally, the framework proposes technical solutions like digital watermarking and cryptographic provenance to keep up with the speed and scale of AI-generated content and importantly as a way to differentiate between original and synthesised content. It would be interesting to see use cases of this in action. In the 2020 edition of the AI Governance document, this aspect was scarcely addressed, likely due to the lack of significant AI-related incidents at that time. 👉 AI for Public Good: This aspect remains consistent in Singapore's AI governance approach whether in regards to Gen AI or traditional AI. Singapore has been consistently advocating for this since its National Strategy 2.0: AI for Public Good released in 2023. In the current document, AI for Public Good section talks about initiatives for workforce upskilling, adaptive learning systems in schools, and AI-driven health management systems in hospitals, and advocating for human-centric AI design. A key observation of Singapore's AI journey is the effort to build an "AI ecosystem" that integrates government, industry, and academia- with an aggressive push to upskill, prepare for the rise of AI, while addressing challenges with a holistic view that considers both possibilities and potential threats. In my view, this is one of the most significant takeaway from Singapore's approach. I looked at Singapore's AI ecosystem in detail for the Global Index On Responsible AI, which is set to be launched on 13 June. GIRAI measures the evolution of commitment and progress on the implementation of responsible AI principles and practice in 138 countries. Yesterday marked a significant step forward in Malaysia's commitment to artificial intelligence, as YAB Prime Minister Dato' Seri Anwar Ibrahim unveiled several key initiatives aimed at boosting the AI ecosystem across the nation. During a pivotal event, the Prime Minister stressed the necessity for all ministries to collaborate and enhance the integration of AI from primary education to professional training levels. Highlighting the need for systematic AI governance and a skilled talent pool, the Prime Minister underscored the establishment of the Malaysian Artificial Intelligence Consortium (MAIC). This initiative is designed to propel the growth of AI in collaboration with multinational corporations, focusing on developing a robust platform for innovation and expertise in AI technologies. The Ministry of Science, Technology, and Innovation (MOSTI) is playing a crucial role in this transformative journey. MOSTI's efforts are geared towards creating an environment that not only fosters AI learning at all educational levels but also ensures the continuous development of professional AI talents who are equipped to meet current and future demands. MOSTI is also instrumental in implementing policies that support the rapid deployment of AI strategies and educational frameworks. These efforts are essential in making Malaysia a competitive player in the global AI arena, ensuring that the workforce is prepared for the technological advancements shaping our world. As we move forward, it's clear that Malaysia is on a fast track to becoming the regional leader in AI. The launch of the 2024-2030 AI Talent Roadmap and the collaborative efforts between government bodies and tech giants like Nvidia are just the beginning.
