A few obvious take aways from covering this zoning hearing yesterday in which Echo argued for a mixed-use redevelopment that would be twice as tall as what zoning allows: 1. Having a commitment to establish a grocery store can go a long way to winning over community support. 2. Pittsburgh's parking requirements and zoning rules seem hopelessly in contradiction of one another, with the requirements of parking almost automatically putting a project beyond established zoning limits. 3. Demand for more apartments must still be incredibly strong enough for a development firm to want to go through all these challenges. We'll see where the ZBA lands on it.

Another dynamic project contributing to climate safety and affordable housing.

A pretty significant pronouncement by the Boston Zoning Board of Appeal (ZBA) yesterday, where the Board granted final approval for a 20 unit residential project in East Boston – without waiting for the Boston Planning and Development Agency (#BPDA) to grant Certification under #Article80 E-2 (Small Project Review). Despite long standing past practice in the City of Boston, my argument was that nothing in the Boston Zoning Code compels the ZBA to wait for the BPDA to vote on Article 80 Certification where a project proponent (a) completed a BPDA sponsored public meeting; and (b) forty five (45) days have elapsed from the time they made the necessary filings with the BPDA. Result: The ZBA agreed in a 6-1 decision and also granted the requested zoning relief to Volnay Capital for its proposed project as designed by Zephyr Architects, which may now complete the permit process without delay. This is an especially important decision for the development community in Boston who have faced challenges seeking approval through the Article 80 Small Project Review Process and are working to address the need to bring more housing (including affordable housing units) to the City of Boston in a more timely and efficient manner.  #BostonDevelopment #realestate #multifamily #BostonZoning #Zoning #EastBoston

A closely watched project that will add more than 1,700 apartments to Jersey City’s booming Journal Square neighborhood is on the verge of two key construction milestones. Its developer, Kushner Cos., says the first phase of what’s known as One Journal Square is more than three months ahead of schedule and will top out by April, as crews complete the steel frame for the 64-story, 966-unit north tower. The firm at that point will also start vertical construction on the second phase, where plans call for another 757 units atop the podium that’s been built to support both structures. Irvine-based 4Terra Investments is reigniting a stalled housing project in San Francisco, proposing 203 apartments on a former car wash site. Originally it was an 184-unit plan in 2022 but due to high costs and low rents, the previous developer walked away. With rents rebounding to $2,900, 4Terra's plan is to build 203 units, making it one of the largest since the pandemic. Hayes Valley in San Francisco, is known for its strict zoning and anti-development sentiment, hasn’t seen new housing since 2021. 4Terra’s project is a significant step in addressing SF's sluggish construction scene, which saw just 960 new units last year, the lowest since 2012. Accordia Partners, LLC has received approval from the Boston Planning & Development Agency (BPDA) for its master plan to develop the former Bayside Expo Center site. The project, dubbed Dorchester Bay City, spans 36 acres and will eventually include 6.1M SF over 21 buildings. The $5B project will include office, research, development, housing, and potential academic space, and 15 acres of open space. 20% of the 1,957 planned apartments will be designated as affordable housing. Approvals are still needed for individual building designs and development plans, but the Master Plan approval is a major step towards making this project a reality. New York City Hall, in collaboration with the Department of Housing Preservation and Development (HPD) and the New York City Housing Authority (NYCHA), announced plans to prepare an Environmental Impact Statement (EIS) for the Fulton Elliott-Chelsea renovation project in Manhattan. This ambitious project focuses on reconstructing four NYCHA housing developments: Chelsea, Chelsea Addition, Elliott, and Fulton Houses, all situated in the Chelsea neighborhood. The initiative aims to address the housing needs of approximately 4,410 residents across two campuses separated by a quarter mile. The Fulton Elliott-Chelsea renovation project includes the phased demolition of existing residential units and public spaces, followed by the construction of new mixed-use buildings. These buildings will feature a mix of affordable and market-rate apartments, new public spaces, and retail facilities, including supermarkets. Additionally, the project proposes the enhancement of public facilities space managed by Hudson Guild and the addition of parking spaces. Central to the project's execution are two potential paths: the "Rezoning Alternative" and the "No Rezoning Alternative." These options will be thoroughly examined in the EIS to determine their impacts and viability. Through NYCHA's PACT program, the project will transition Section 9 housing subsidies to Section 8 Project-Based Vouchers (PBV) via the Rental Assistance Demonstration (RAD) and Title 18 USHA. NYCHA plans to enter a long-term lease with Elliott Fulton LLC and Essence Development or their affiliates for the project land, necessitating an environmental permit and EIS due to HUD's involvement. This project has sparked open discussions and opportunities for public and stakeholder feedback, emphasizing community engagement in the redevelopment process.
