As we see different behavior's of different UEs in the network (specially open market handsets) There are two type of devices in terms of service priorities. 1-Voice Centric: These devices will have voice services in priority means if voice service not available in the network, those UEs will de-register and re attempt again and again until it gets voice services like for LTE it should get voice supported either on voice over PS (Volte) or fallback to 2G/3G indication in attach response. And in 5G it should get VoNR supported or EPS fallback in Registration response from network, so in 5G even Data PDU session fails UE will continue the services as voice is available (which is priority for them) 2-Data Centric: These devices will have data services in priority if data services are not available in the network, those UEs will de-register and re attempt again and again until it gets data services. However in LTE attach and default PDN connectivity request are part of same Initial request so inherently attach will fail if QCI-9 (default bearer fails). whereas in 5G Registration and PDU session requests are different so if PDU session establishment request for data fails and even voice is success it will re-attempt Register again and again. This indication comes in UE-network capability IE as UE's usage setting from UE.

This policy offers operators the opportunity to access very large contiguous blocks of spectrum, which can enable services requiring very high capacity and speeds. Existing mmWave spectrum will play an important role in enabling operators to meet future growth in demand for data and to develop innovative services. Something Regulators will no doubt think about when contemplating whether to allocate yet more IMT spectrum at WRC23!
