Technical Officer - Office of the Assistant Secretary for Development Cooperation, Department of Science and Technology, Philippines Science & Technology | Development Cooperation | Innovation & Science Diplomacy
Fruitful exchange during visit to the Department of Science and Technology last May 10, 2024 by Green Climate Fund Dr. Jerry Velasquez, GCF's Director for Mitigation and Adaptation following GCF's successful 3-day Mission in the Philippines from May 7-9, 2024 to discuss the GCF's Country Programme of the Philippines for 2024-2027 and identify priority projects based on strategic alignment with the national climate agenda, including the key sectors covered by the Philippines National Adaptation Plan (NAP), Nationally Determined Contributions Implementation Plan (NDCIP), and thematic areas under the GCF Country Programme 2019-2023. The DOST-PAGASA is the lead executing entity, together with LandBank of the Philippines as the direct access entity, in the implementation of the country's first GCF-funded project titled "Multi-hazard Impact-based Forecasting and Early Warning System (MHIBFEWS) for the Philippines Project." With a total budget of US$22 million (US$10 million from GCF Grant; and US$12 million in-kind from DOST-PAGASA), MHIBFEWS aims to strengthen the Philippines’ ability to adjust to climate impacts, and implement long-term climate risk reduction and adaptation measures by providing tailored climate risk information directly to the LGUs and communities on the ground. The GCF is a fund established within the framework of the United Nations Framework Convention on Climate Change (UNFCCC)/ UN Climate Change as an operating entity of the Financial Mechanism to assist developing countries in adaptation and mitigation practices to counter climate change. #OneDOST4U #PartnersForDevelopment #DevelopmentCooperation

South Africa: President Ramaphosa Assents to CLIMATE CHANGE BILL President #Cyril #Ramaphosa has signed into law the #ClimateChange Bill which sets out a national climate change response, including mitigation and adaptation actions, which also constitutes South Africa’s fair contribution to the global climate change response. The Climate Change Act, as endorsed by the President, enables the alignment of policies that influence South Africa’s climate change response, to ensure that South Africa’s transition to a low-carbon and climate-resilient economy and society is not constrained by policy contradictions. This marks the goodwill of African countries in addressing the issue of climate change legislation. Many African Countries are still addressing climate action through broad frameworks. https://lnkd.in/dNJnTEmj

Nepal has made significant efforts towards low-emission development, using government tools to encourage finance flows towards climate action. However, achieving its ambitions will be difficult given current financing and capacity levels. The quantities needed to support Nepal’s climate goals are substantial, with both domestic and international finance playing key roles in addressing climate vulnerability. This report examines Nepal’s progress towards low-carbon and climate-resilient development pathways, asking what institutional barriers exist to financing climate action, how policy, government tools and legislative provisions have addressed climate change and the challenges and opportunities that arise when financing Nepal’s green and inclusive development goals. #PRCNepal #ODI https://lnkd.in/d7ZShdxR
