I had two calls yesterday about Ecuador. One was with a long-time friend and local investigative journalist. The other was with Bloomberg. I learned that the FBI was in Quito with the Attorney General's office (likely several folks from the office) yesterday. The FBI's role is strictly advisory, which pans out with how I've seen U.S. federal law enforcement engage with their Southern counterparts. Yesterday's meeting lasted for several hours, I'm told. To be a fly on that wall... Bloomberg asked me a question I was not prepared to answer -- I stumbled through it, but after some thought, I want to share a sharper picture below. The question pointed to the future, and what Ecuador needs to do to remedy the current situation. Here are three scenarios: 1) Acquiesce. Days before Colombian president Gustvao Petro was elected, I was on a call with a lawyer in Colombia who was interested in negotiating the extradition for one of his clients -- a Colombian bad boy who had found himself on the wrong side of a long list of death threats. The lawyer was very clear, and I quote: "you will not hear from me again if Petro wins." Everything has been arranged. In Mexico, they call that a "trato" -- a deal. A long-line of presidents across the entire Western Hemisphere have cut deals with bad actors. Ecuador's next president would not be the first. I see a path for Ecuadorian candidate Luisa Gonzalez to cut a deal. 2) Fight back. We saw what fighting back, tooth and nail, looks like in the early 2000s when the US State Department funded "Plan Colombia", and everyone and their cousin hunted Pablo Escobar. Violence spiked and practitioners learned what "atomization" meant. The same happened again in Mexico when Felipe Calderon entered office in 2006. Things got really bad over the summer of 2005, but that was an El Chapo thing. Calderon just poured fuel on the fire. Again, atomization. I see a path for Ecuadorian candidate Otto Sonnenholzner to take this approach, though less aggressive. 3) Build and execute a wholistic public security strategy. This is obviously the hardest option, but it is one we have seen in fits and spurts with success in the region over the years, though less often at the national level -- more often at the city and/or provincial level. Any future president could take this path, but there are few models to follow. There is not a lot of funding, yet. But there will be a mandate. This third option, today, is the least likely, but I expect it to take on more significance once the new president is seated, knows the score (ie how much money is left in the coffers), and picks up the phone. I hope one of the US federal law enforcement professionals who was in the room yesterday is an advisory part of that effort tomorrow.
