EU SET TO TARGET CHEAP IMPORTS FROM SHEIN AND TEMU WITH NEW TAX: The European Union plans to impose customs duties on low-cost goods from Chinese online retailers like Temu, Shein, and AliExpress. Currently, packages valued under €150 are duty-free. However, with over 2 billion such parcels entering the EU in 2023, customs resources are said to be stretched thin. Sources have told the FT the European Commission now plans to scrap the €150 threshold, a move that's part of a broader customs reform project initiated in May 2023. This change aims to curb the influx of cheap imports and bolster the EU’s e-commerce integrity. Privately, EU officials are also said to be concerned about how this influx of cheap, poorly made apparel squares with broader #sustainability goals. The move mirrors actions in the US, where legislation is underway to limit similar advantages for Temu and Shein, impacting their ability to offer ultra-low prices. The Commission is expected to propose the elimination of the current €150 duty-free threshold for imported goods later this month. Under existing EU regulations, packages purchased online from outside the EU are exempt from customs duties if their value falls below €150. According to the Commission, data from 2023 indicates a significant increase in imports below the duty-free threshold, with a total of 2.3 billion items entering the EU. eCommerce imports have also shown a substantial year-on-year rise, exceeding 350,000 items in April alone, translating to nearly two deliveries per household on average. Furthermore, EU member states reported a concerning rise in the number of unsafe products identified, with a jump of over 50% from 2022 to 2023, reaching a total of more than 3,400. Products with the most frequent safety concerns included cosmetics, toys, electrical appliances, and clothing. The EU has already been engaged in discussions regarding the abolishment of the duty-free limit as part of a customs reform proposal introduced by the Commission in May 2023. Switzerland has taken a bold step by abolishing import duties on industrial products effective from January 1, 2024. I love that Switzerland is sticking to one of its core competencies: Being a premier business and industrial hub. The increased economic output should lead to higher tax revenues, compensating for the loss in customs revenue. A welcome contrast to the protectionist policies we see in other places in the world in recent times.
