For most students applying to college, they turn to individuals in their network, or their family’s network, for support and guidance, but for first-generation college students, social networks and professional resources that specifically open access to higher educational pathways are limited. According to a new report from Complete College America, a nonprofit whose goal it is to raise postsecondary attainment, states with college completion goals should adopt funding practices that give colleges and universities enough money upfront to meet those targets. The organization described this approach as “completion-goals funding,” which would link government money to the “actual cost of educating enough students to reach statewide completion goals.” Charles Ansell, Complete College America's vice president of research, policy and advocacy, suggested that outcomes-based funding can preserve inequities between public colleges. “If you are perpetuating an inequitable funding base to begin with, then what will happen is certain colleges that have more resources will be more adept at being able to meet the new student success targets that are being set forth, versus other colleges that may already be strapped for resources,” he said.

Which is overhead! A close runner up: 7.
