To provide the supports and forums for collaboration to address this critical topic at the state, district, community and school levels, PEBC- Public Education & Business Coalition  has partnered with Confluence Policy & Strategy Group to support local efforts across the U.S. Built on a proven track record of results tackling some of the most complex issues in education, our partnership offers supports through three overlapping streams of work: State Government Work Groups to examine the role of each office of state government in school safety, and identify opportunities to improve the effectiveness of state programs; Stakeholder Coalitions that convene a broad diversity of stakeholders f to examine the full scope of issues affecting school safety; Local Programs & Technical Support of collaboratively designed programs, best practices, professional development trainings and systems to improve student well-being and school safety. Lane Education Service District and Southern Oregon Oregon Education Service District (ESD) were recently awarded an excess of $2.6 million in grant funding from the Oregon Department of Education through the Elementary and Secondary School Emergency Relief (ESSER III) fund. With this new funding, Lane and Southern ESDs have partnered with the Mid-Willamette Education Consortium to create and pilot Team Oregon Build, expanding upon the existing Career and Technical Education (CTE) Programs already operating in these regions. The expansion encompasses areas impacted by recent wildfires, including the Southern Oregon Education Service District and Mid-Willamette Education Consortium. Team Oregon Build (TOB) is an innovative partnership between education, industry, state, and community to introduce youth to career pathways within high-wage and high-demand construction trades. Education and Community partners from three Oregon regions dramatically impacted by wildfire and homelessness launched this career-connected learning and disaster/crisis response initiative.

Urban school closures: A sign of the times In major cities across the U.S., urban school districts are facing a challenging trend: shrinking student populations leading to under-resourced and ultimately closed schools. Los Angeles USD, for instance, is set to close the Hilda L. Solis Learning Academy this summer due to drastically declining enrollment which has limited educational offerings. Similar situations are unfolding in other urban areas, forcing districts to make tough choices between maintaining numerous underpopulated schools or consolidating resources, which often meets with community resistance. The trend, exacerbated by lower birth rates, migration patterns, and the rise of alternative schooling options, saw urban schools lose about 850,000 students between the 2019-20 and 2022-23 school years, according to The Brookings Institution analysis. This drop in student numbers has led to "hollowed-out" schools—buildings with too few students to justify their operational costs. Although smaller schools can foster a closer-knit educational environment and have historically shown benefits such as higher graduation rates, they struggle with high per-student costs and reduced program diversity. Decisions to close schools are fraught with educational and political difficulties. In Texas, San Antonio ISD plans to close 15 schools next year, a decision driven by the need to distribute educational resources more effectively. These closures highlight broader societal shifts and raise questions about how urban educational systems can adapt to changing demographics without sacrificing quality or community trust.
