Want to solve the problem and bake it into everything we do? Create a new G staff and put them direct reporting to the commander. You can call it GKM or G26 and put the leadership behind it, force the G6 and G2 staffs to work with this new G staff. You've then stopped duplication of efforts, solved the real problem of bringing IT and intelligence, and KM together (KM needs to understand they do have a role in data science) you'll speed up all aspects of interoperability and training and normalize whose role is what. Then when there is a joint mission, and all the g staffs get together in the norming phase then this group can get together and tackle their part of the mission with peers who think and react like they do. The number one issue is depending on what Command you go to it might be the 6, the 2, KM, or 357 tackling these items

Good morning colleagues! This is my second note supporting the excellent Foundation for Defense of Democracies (FDD) publication “United States Cyber Force: A Defense Imperative” by Dr. Erica Lonergan and Rear Adm. (ret.) Mark Montgomery, March 2024. In this note, I’ll focus your attention on the readiness issue that plagues our military’s cyber forces. On page 14 of the report, a retired officer with extensive knowledge of the subject noted “at root, the current readiness issue stems from the fact that none of the existing services prioritizes cyberspace.” I’ll offer a topic of discussion for my colleagues who have explored this issue in the past: should each of the services continue to focus on cyber force generation, or should they be “freed” to generate forces that focus on their primary domain (sea, air, space, etc.)? For my part, I believe a separate service for this important domain makes too much sense and is long overdue, especially as the 2024 FDD report clearly outlines the systemic and long-standing readiness problems that plague CYBERCOM; the services have thus far failed to meet the needs of their operational requirements despite several adjustments, indicating that the current way of doing this just isn’t going to work. Should we have an independent Cyber Force branch sitting alongside the Air Force, Navy, and other armed forces? The House Armed Services Committee has advanced a significant measure as part of the 2025 National Defense Authorization Act (NDAA): a study on the creation of an independent Cyber Force branch. This move is driven by persistent feedback from military personnel and analysts who argue that our existing cyber formations are inadequate and inefficient. A recent study by the Foundation for Defense of Democracies (FDD) strongly advocates for this new branch, highlighting shortfalls in the current configuration and proposing a robust framework to enhance our cyber defense. The proposed Cyber Force would initially be integrated with the Army, encompassing 10,000 personnel and a budget of $16.5 billion. This dedicated focus is expected to improve talent utilization, boost morale, and enhance our ability to combat cyber threats more effectively. As the nearly $900 billion defense package moves to the House floor, this initiative marks a pivotal step in strengthening our national security infrastructure. The establishment of a Cyber Force could mirror the recent creation of the Space Force, addressing the evolving demands of modern warfare.
