Project after project, the project-oriented IT, always very busy focusing on short-term objectives, creates unnecessary complexity that slows down future endeavors. And the circle goes on and on, project after project, amnesia after amnesia, year after year, until a point when even those that know how messy your IT assets are —and why— can only shrug their shoulders and sigh. The only way to stop this vicious circle of IT memory blackouts is to make someone accountable for the overall state of things, not just for the individual projects that created it.
