In May 2024, the Ministry of Industry and Trade (#MOIT) held a conference to collect opinions on the draft Electricity Law (amended) (“Draft Law 2”) in the Southern region. Enclosed is the full version of Draft Law 2 attached in the material package of the conference. The Draft Law 2 is developed on 6 major policies: Planning, investment and development of electricity; Developing renewable energy; Developing the electricity market, buying and selling, providing electricity services and electricity prices; Licensing electricity activities; Electrical system operation and Electrical safety, dam safety, and hydroelectric storage. The Drafting Board and Editorial Team are actively gathering direct comments from agencies, organizations (particularly those directly impacted, as well as experts and scientists) to compile, research, review, and enhance the Draft Law 2. This will be followed by a report to competent authorities for verification and feedback. The Draft Law might be modified accordingly. The document will be subject to a further step of collecting opinions from National Assembly deputies and the public before the Ministry of Industry and Trade (#MOIT) presenting it to the National Assembly for discussion and voting on the passage of the bill. (b) Variable contracts and the swallowing up of the government energy relief scheme intended to support small businesses. (c) Why businesses are having to enter into litigation regarding hidden commissions in their energy contracts. (not unlike the recent Post Office case that required a legal battle before the government took notice).

On September 14, 2023, The Office of the Government issued the Announcement No.379/TB-VPCP, hereby pointing out the conclusions of the Deputy Prime Minister at the meeting on the Draft Plan for Implementing PDP VIII. Some noteworthy points from this document are: 1. The plan for implementing PDP VIII is very challenging. Despite efforts and endeavors in the construction and completion process, the Draft Plan for Implementing PDP VIII in Document No. 6046/TTr-BCT still does not fully meet the detailed requirements for feasible, effective implementation, and the sequence and procedures are still incomplete. 2. The #MOIT is responsible for researching and considering opinions from various ministries and agencies to improve the Plan for Implementing PDP VIII. Key points include ensuring the implementation of approved objectives, reviewing the progress of projects, and examining the feasibility of piloting the transfer of offshore wind power projects from #EVN to domestic enterprises. The #MOIT will also ensure that the procedures for developing the Plan for Implementing PDP VIII are in accordance with the law. 3. Dr. Andy Pearson at Star Refrigeration wrote an interesting article that expresses the frustration that so many of us share. The political voices are loud regarding the need for action to reduce emissions—yet we are left in a position where 'green' solutions are competing without evaluating the actual impacts of the different technologies nor assessing the low-hanging fruits to reduce emissions now 🌱 Sadly, this is also true for governmental funding towards universities and research. Take Norwegian University of Science and Technology (NTNU), for instance, where Gustav Lorentzen introduced and patented the transcritical CO2 heat pump. #ntnu, NTNU Faculty of Engineering, and SINTEF Energy Research have been frontrunners in expanding the knowledge within natural refrigeration for decades—thus, the technology transfer has had an immense impact on overall global emissions. 🌎 🌿Sadly, there is no plan to expand the Refrigeration Department - 𝐫𝐚𝐭𝐡𝐞𝐫 𝐭𝐡𝐞 𝐨𝐩𝐩𝐨𝐬𝐢𝐭𝐞 - and this in favor of such competing green technologies. As stated by Andy, decision-making should be driven by engineering principle.
