🤔 To accelerate innovation, should small businesses with their agility and specialized expertise join forces with large primes to leverage their experience and market access? Could this powerful partnership propel American defense innovation forward? Is US Army's Project VISTA the way forward? Jere Glover's Federal Times article 👇 makes a strong case for the collaboration, but highlights the lack of existing incentives to motivate the primes to collaborate. "Prime contractors control the majority of DoD programs of record. The top 5 DoD contractors combined made over $120 billion in Defense contracts in 2022 alone. These large prime contractors have no incentive to insert any technology not developed inside the prime into its program when they believe they could reinvent it themselves on the government’s dime. It’s slower and less innovative for the government, but a lot more profitable for the large primes. The point here is simply to illustrate that their incentives to utilize SBIR proven small business technologies or any other technologies from any source outside the prime do not exist. If DoD wants to fully unlock the innovative power that small businesses are capable of providing, there needs to be a paradigm shift." #defenseinnovation #defenseindustry #sbir #defensecontracting

In an era of Great Power Competition, technology remains key to maintaining a competitive edge in our nation’s defense. However, many small businesses continue to struggle with integrating their technology solutions into the United States Department of Defense. This trend is slowly reversing thanks to partnership opportunities made possible by Barksdale Air Force Base’s Air Force Global Strike Command's A5N Division, known as the Commercial Capabilities Integration and Transition (CCIT) division. Through AFWERX, CCIT secured a $26 million Strategic Funding Increase (STRATFI) award for AFGSC in August 2023; the first funding award of this magnitude for the command. Formed in 2023, the CCIT forges historic connections between small business innovators and the DoD. CCIT to date has secured contracts totaling $240 million of outside AFGSC funding for 70 modernization technologies from United States small businesses, with an additional $74.3 million in pending contracts for 13 other bonus technologies. The technology "#ValleyofDeath" poses significant challenges for startups and small businesses in military technology development, hindering their transition from prototypes to production. This prevents valuable, operationally useful technology from reaching our soldiers' hands. Some solutions to mitigate the Valley of Death include refining acquisition processes, mentoring startups, or setting up dedicated government bodies. Another effective approach is public-private partnerships (PPPs), which involve collaborations between the government and private sectors, utilizing government regulations and industry expertise.
