📢 Today, the Nature Restoration Law was adopted! 🏞️ This pioneering regulation will set legally binding targets to restore 20% of the EU’s degraded land and sea ecosystems by 2030 and all ecosystems by 2050. In a project spanning from 2022 to 2024, Ecologic Institute supported the EU Commission in the legislative process to develop the #NatureRestorationLaw (NRL), e.g., by contributing to requested assessments and cross-policy analyses, e.g., on the impact of the law on European farmers. More about the project 👉 https://lnkd.in/diNTvG3P To achieve the targets set out in the NRL, EU Member States must restore at least 30% of habitats covered by the law from poor to good condition by 2030 – such as forests, grasslands, wetlands, rivers, and lakes – and 90% by 2050. Member states must also ensure that these areas do not deteriorate once restored. During the next 1.5 years, the newly launch BioDivRestore Knowledge Hub will support countries in developing and implementing their National Restoration Plans (NRPs). At the dawn of the new EU policy cycle, where does the #EU stand on its journey to become #climate neutral? ⚠The newly launched second annual progress report of the European Climate Neutrality Observatory (ECNO) shows positive movement in most sectors and cross-cutting areas, but the pace is still too slow to achieve climate neutrality by 2050. While all building blocks of a climate neutral society stayed within the same progress category compared to ECNO’s 2023 assessment, there are promising changes bubbling under the surface! In six of the assessed building blocks – especially #electricity, #industry, #cleantech, #JustTransition – ECNO has unveiled significant improvements in enabling conditions for the transition, for example: The share of variable renewable electricity generation increased by 2.2%-points per year – a notable improvement to last year’s assessment. 🚨 New publications on the EU Methane Regulation 🚨 We are thrilled to announce the publication of a series of three papers on the implementation of the EU Methane Regulation at the national level. The regulation has just been formally adopted on June 13 and is expected to enter into force in July. This is a significant step towards reducing #MethaneEmissions. Methane (CH₄) is the second most damaging greenhouse gas after CO₂, with a particularly strong climate impact in the short term (10-20 years). Mitigating CH₄ emissions is crucial to slowing down climate change. The #EUMethaneRegulation is a benchmark for best practices at the global level and is essential for climate mitigation. However, its impact will largely depend on the quality of its implementation at the national level. 📃 Our three papers provide thorough analysis and proposals to support this implementation. They focus on: 1️⃣ Tasks and resources needed at the national level. This paper describes in detail the #tasks of the responsible ministries and of the competent authorities. It also provides a step-by step analysis of how they can be implemented and of the resources needed to accomplish them. 2️⃣ Governance at the national level: responsible ministries and competent authorities (CA). The second paper discusses #governance options concerning the allocation of the functions of the national CA foreseen by the EU Methane Regulation. It argues that the CA should have a sufficient degree of autonomy from the political power and the responsible ministries. 3️⃣ Penalty regime and selected legal issues. This paper discusses how Member States can establish a #penalty regime that conforms with the provisions of the Regulation. The paper proposes to apply a core reference value proportional to the amount of methane emissions associated with infringement. 🌱 Our new report shows how countries in Central Eastern Europe (CEE) can support the #SustainabilityTransition to climate-friendly and resilient agri-food systems. Agri-food systems in CEE countries are key for meeting EU #ClimateGoals, supporting #biodiversity, #SoilHealth, and enabling #ClimateResilience. Yet, there has been too little focus on the region, its specificities and needs, either in critical analyses or in policy design. Some key messages from the report: 👉 The productivist agenda dominates agri-food discussions in CEE countries. There’s a need to better communicate the benefits of agroecological solutions, dietary changes, and reducing food waste at national level. 👉 The #CommonAgriculturalPolicy delivers limited mitigation impacts, mainly through reversible carbon sequestration. Emission reductions are minimal. Targeted nature-based and agroecological solutions, and ambitious animal welfare receive very little support. In this programming period countries should reorient the budget towards ambitious area payments and set strong environmental focus for investments, advisory support, and eligibility criteria. They need to begin evidence-based dialogue to support a fundamental reorientation of the CAP post 2028. 👉 The draft National Energy and Climate Plans (NECPs) do not reflect sufficient ambition as none of the CEE countries are projected to fully meet their obligations under both the ESR and LULUCF Regulations. They need to step up ambition for agroecological practices, organic farming, agroforestry, peatland rewetting, and sustainable livestock, as well as address dietary changes. 👉 Food policies should focus on creating supportive food environments for sustainable consumption, and integrate health with environment and climate goals. 👉 Increased institutional capacities, cross-sectoral policy coordination, and research are needed to coordinate and sustain the transition. 👉 European research programmes and technical assistance targeted at CEE countries can support researchers, stakeholders, and public administrations to increase capacities to drive the transition process.
