The U.S. federal government is the largest funder of scientific research in the world — but it is risk-averse to a fault. New approaches to peer review can bring American research back to the bleeding edge. Fascinating article by Federation of American Scientists. In 2021, the researchers Chiara Franzoni and Paula Stephan published a working paper arguing that risk in science results from three sources of uncertainty: uncertainty of research outcomes, uncertainty of the probability of success, and uncertainty of the value of the research outcomes.
