Dr. Melle Leenstra where there is a will there is a way, but for now my will is waiting the clarity of when the ministers (if OS will even have one?) are named, and they make their plans. I think there is still will and collaboration to be found in the food systems space, which includes water, but there too, when it comes to finding practical answers to your questions, at the moment, I have none.
