I highly recommend this report for those adopting, working in open source and for organisations looking to adopt more broadly. This is report is on open source in public sector and is very insightful. Like many other industries is growing in momentum and importance. In this report the findings show that for digital transformation projects, open source software (OSS) increases transparency, reduces development costs, and enhances software security.
While the EU increasingly recognizes the value of open source, the public sector is still behind in embracing open source software, with little contribution to the ecosystem and policymaking that inhibits its potential. https://lnkd.in/exYAQuHF An interesting concept is 'PostOpenSource.' It suggests expanding the notion of Open Source by adding elements that impose additional conditions on commercial use and define the interaction between developers and corporations in terms of receiving fair reciprocal benefits. Companies benefiting from the use of open-source software would be expected to either participate in its development or make payments that would be distributed among the direct developers. For non-commercial uses and individual users, the code would remain free and, as before, be limited to a single license, without a contractual component.
