I was recently at a joint event with Westside Urban Forum Urban Forum and Westside For All where I met many housing advocates who all had the same question: How can we build more housing? This project is an example of one model to build housing that utilized all the tricks in the book including, but not limited to, redeveloping a surface parking lot, utilizing a Statory Exemption (AB 1197), modular housing that allows for some off-site construction, etc… Even with using all the available tools, the project site was still zoned for industrial uses which required a legislative action to permit the construction of housing, the project received opposition from a stakeholder who engaged an attorney that necessitated the preparation of a Sustainable Communities Environmental Assesment (SCEA) in addition to the Statutory Exemption and the project needed a follow up entitlement to update the approved plans based on feedback received from different agencies after the building permit was submitted. All of which is to say, we submitted for this entitlement in 2019 and it’s still not ready for tenants. This is just the process and this is generally how long it takes to construct this model of housing. If we want to see more housing faster, we can’t rely solely on 450+ unit developments alone. We need to build a little bit of housing everywhere all at once. In 2020, Craig Lawson & Co., LLC coordinated the approvals for the construction of a 5-building, 454-unit permanent supportive housing project, which included a General Plan Amendment, Zone Change and Specific Plan Amendment in less than a year.
