I will bookmark to listen later. I certainly hope that if Defense Advanced Research Projects Agency (DARPA) is working to decentralize Chemistry that it is also seeking to architect commensurate systems for regulatory feedback that will keep the public and other life safe, for existing regulatory frameworks (based upon linear sytem designs) will not be sufficient to deal with network complexity - but the engineers at DARPA would know this already. Take a look at the chemical processes used in the US PWB/substrate manufacturing operations to help identify opportunities to deal with non-continuous processes where chemistry degrades to introduce failures.
