2024 is off to a fantastic start for the HUD Office of Community Planning and Development. We put out a proposed rule to update CDBG - our signature program, which is turning 50 this year - and heard some good preliminary feedback at the US Conference of Mayors. This is a truly incredible deep dive into the history of how Massachusetts has created a region of housing scarcity and wealth segregation through zoning over the last 50 or so years. Amy Dain digs into individual municipality policy decisions and key periods in the 1970s when things changed dramatically, setting ourselves up to become a region of race, wealth and class segregation and housing scarcity on a level we couldn't have imagined. 21 awards made nation-wide through the PRO Housing Grant, including $3.3 million for our neighbors to the north in Philadelphia. Looks like they'll use that funding towards a wide range of activities, including: -A comprehensive action plan to preserve existing affordable units -Developing Climate Resilient Design Guidelines -A pilot rehabilitation project to repair flood damage in homes -Developing local code and departmental regulations to streamline affordable housing development -A market feasibility analysis to study the optimal ratio of affordable-to-market rate unit availability Sounds like pretty great stuff, given the major housing challenges we're facing in the region.
