Partnerships on all issues across all domains are essential to the development of real solutions to the challenges we face in the current strategic environment. At the first PaCT conference in Honolulu, participants were able to understand the level of alignment between military and civilian groups. Whether it be the military working to secure communications to improve monitoring and response to natural or man-made threats or environmental groups working to restore natural environments and buffers that ensure greater resilience when those threats arise. While we approach problems from different angles, we are working toward the same goal. Cyberspace is perhaps one of the most challenging of those domains as our "strategic competitors" continue to sponsor the targeting of civilian infrastructure and utilize other "grey zone" tactics to undermine resilience and trust in each other.
