In 2023, CCFLA produced 8 knowledge products: 6 reports and 2 blogs, including the major report ‘Accelerating Urban Climate Finance in Low- and Middle-Income Countries: An important strategic dimension of MDB reform.’ We also welcomed 3 new members in 2023 for a total of 84 members including 41 enablers, 26 supply side, 11 demand side, and 6 policymakers. Every year, our members produce a wide-range of informational materials that respond to the many challenges faced by cities while accessing climate financing. What are the formidable challenges that hinder #publicsectorinvestment in #capacitybuilding? In the new Apolitical report “How climate is changing everyone’s job in government,” ACBF’s Executive Secretary Mamadou Biteye OBE not only delves into the three significant barriers that climate-capable governments face but also provides crucial insights that are essential for understanding and addressing these challenges. Despite the government being the primary climate actor, Apolitical’s latest report reveals concerning trends: - Nearly 70% of public servants acknowledge the impact of #climatechange on their work, a staggering number that underscores the urgency of the issue. Yet only 35% have received formal climate training within the government, highlighting the need for immediate action. - Most public servants feel ill-equipped to address climate change’s effects on their responsibilities, with almost 75% expressing a desire for comprehensive training. As part of our strategic plan for 2023-2027 (https://lnkd.in/dDStfEx7), #ACBF focuses on #climatechange and #energy for productive use as one of our four key impact areas and has developed programs to tackle some of these challenges. We strive to enhance capacity-building efforts in government and private sector institutions to create viable #climateadaptation projects capable of attracting the necessary resources needed to execute their Nationally Determined Contributions (NDCs). Additionally, we focus on #MSMEs in the green economy to foster #sustainablegrowth by providing support and technical resources. "[C]limate justice requires a reform of our current economic and financial model; we need to move from words to deeds. Unfortunately, the most important climate funds are so restrictive in how they operate and how they are allocated that they exclude the economic players on the ground. The Green Climate Fund, for example, directly finances only large organizations, most of them international, and requires an accreditation mechanism that can take up to 3 years to be eligible for funding. Local structures that are closest to the needs are not eligible." "The social/solidarity-based economy...offers a path to resilience based on the economic fabric on the ground. It's so interesting to see the Inflation Reduction Act in the States include a specific provision for tackling Environmental Justice, directing $3bn of resources to grassroots organisations and cooperatives between now and 2026. The Technical Assistance element of the programme looks particularly interesting, enabling groups to grow and access the technical skills necessary to holistically tackle energy transition barriers AND social and economic injustices. The potential for creating a robust foundation for citizen led action on climate change for years ahead is huge and genuinely transformational. It will be interesting to see whether Labour policy makers take inspiration from this as it seems to chime with their rhetoric. https://lnkd.in/e6HDHcma

How can development and climate finance systems better align to be more effective? There is a misconception that climate action inevitably entails a trade-off with economic development and that lower income-countries should instead focus on poverty reduction. However, it is becoming clear that inaction on climate change undermines and sets back inclusive development and the fight against poverty, and that action on climate change, when structured well, provides considerable benefits and opportunities. Climate Finance and Social Protection: Towards a Stronger Relationship ⬇ ⭐ In STAAR Facility’s latest blog, Zac Lowndes-Bull (Pegasys Consulting) explores the relationship between climate finance and social protection interventions. The blog discusses the emergence of social protection interventions in minimising and addressing the impacts of climate change, while emphasising the need to prioritise social protection in climate finance strategies. The blog draws on findings from STAAR report “The Realities of Climate Finance for Social Protection” co-authored by Zac and provides recommendations, based on six key findings, for strengthening the use of climate finance for social protection. As federal policymakers award grant funds to implement climate, clean energy, transportation, and other programs, they have opportunities to remove barriers to the #equitable distribution of federal resources. In a newly released report from Georgetown Climate Center -- "Unlocking Equitable Access to Grants: Options for Federal Policymakers to Improve Matching Fund Requirements" -- Grace Gibson, GCC Climate Fellow, and Matthew Goetz, Associate Director of GCC’s Mitigation Program, explore how #federal #grant matching fund requirements present significant barriers for overburdened communities to benefit from these federal programs. Despite the Biden Administration’s #Justice40 Initiative, which aims to distribute 40 percent of federal funding benefits to #overburdened communities, matching requirements persist as barriers for these communities to obtain federal funding. However, federal agencies have an opportunity to mitigate and, when possible, remove this barrier to increase equitable access to federal grant funding for overburdened communities. This report offers six recommendations for federal policymakers to remove barriers and increase equitable access to federal funding for overburdened communities, and allow federal agencies to advance environmental justice goals and ensure equitable distribution of resources.
