Curious what kind of word CDBG does? Check out this update from Dallas, TX on their community impact! Their Five-Year Consolidated Plan is a comprehensive document that outlines the City’s Housing market conditions, identifies the need for affordable housing and community development, and provides strategies to address these needs over a 5-year period. This plan coordinates the City’s housing and economic development plans with other public, private and nonprofit service providers to create a coordinated vision for community development and housing actions. The goals and outcomes of this plan were to provide decent and affordable housing, create and maintain a suitable living environment, and expand economic activity. The City of Dallas has reported that 138,915 residents have benefited from public facility improvements, 2,342 affordable housing units have been developed, and 117 homes have been rehabilitated. Our recent work involves exploring new and adaptive reuses of faith-based institutions. This story explores some of the challenges and opportunities of transitioning church properties. Churches can respond to community needs and local planning goals through the development and programming of their properties, including affordable housing, social services, and valued public spaces. However, as churches pivot to non-religious activities, they face new procedures, regulatory obligations, and public scrutiny. Cities that plan ahead can ensure that church property transitions successfully navigate evolving church service missions, planning procedures, and neighborhood impacts while making the most of community development opportunities.
