How do Middle East geopolitics affect NATO? Yesterday, Jon Alterman joined David 0. Shullman and Benedetta Berti, PhD for a panel discussion at the NATO Public Forum on the "Axis of Upheaval." Together, they discussed how the Middle East plays into broader competition over the global order, including: 👉 How Iran builds international support by framing geopolitics as a competition over U.S. hegemony. 👉 Why competition among malign actors such as Iran, Russia, China, and North Korea is limited by the lack of a common goal. 👉 How the NATO alliance can capitalize on divisions between these countries to achieve small strategic gains. 👉 Why NATO allies must develop a positive strategic vision that is attractive to countries across the region. Does "shaming" NATO allies to spend more work? We explored that question in our newly published (was first view) piece in JCR!
Thrilled to report that this article with Paul Poast, Sarah Kreps & Rochelle Terman has an issue and volume in Sage's Journal of Conflict Resolution. Department of Social Sciences, USMA, West Point Press United States Military Academy at West Point CSDS Brussels Chaire Économie de défense - IHEDN Abstract Does “shaming” work in NATO? More precisely, does publicly using negative language criticizing allies’ defense spending improve burden-sharing, or is it counterproductive, leading to lower spending? We evaluate the effectiveness of public shaming language; specifically, whether it increases allies’ defense spending or whether other considerations like external threat, domestic budgets, economic growth, or unemployment rates are better predictors of contributions. Using an original dataset of presidential statements and NATO defense spending data disaggregated across the four categories tracked by the alliance, we conclude that negative language toward allies’ spending is at best ineffective and may even adversely affect burden-sharing in the long run. These findings have important implications for the political economy of alliances and both theories and policies on the use of rhetorical pressure to elicit compliance in asymmetric power relationships.

RADM Mike Studeman USN (ret), a respected and honored Sailor, servant leader, and fellow former squadron mate offers a perspective that few of us have either fully embraced or appreciated. Namely, that our current governing leadership does not appear to have a coherent strategy let alone a communication information campaign aligned with that strategy to thwart the incessant narratives orchestrated by the PRC who seeks to demean and diminish America's power, influence and particularly its values. Within our own education system - Confucius Centers propagate our Universities, TikTok and other social media applications indoctrinate our children, and civil servants participate in party line politics constructed to interfere with or shape election outcome. None of this erosion of our freedoms and liberty occurred overnight. Rather the campaign for dominance by the PRC has been conducted and constructed through a well orchestrated strategy for the past three decades. How can you individually or organizationally combat this onslaught and their propaganda? Start by reading the Constitution, Declaration of Independence, and Bill of Rights, along with the history of our independence led by men and women who stood up to tyranny. Then teach those values to your children at the dinner table or while driving to sports, have meaningful and respectful discussions with your neighbors and coworkers, and lastly vote. Vote for liberty, vote for truth, vote to preserve the freedoms that our servicemen and women sacrificed their lives for so that the rest of us may prosper. #freedomofspeech, #freedom, #leadership, #usnavy https://lnkd.in/erXbCzQQ
The US needs a better strategic narrative or it will cede influence to China

What fundamental principles guide NATO’s actions in supporting its objectives in cyberspace? The guideline for this activity is in the Allied Doctrine for Cyberspace Operations (AJP 3.20). As the custodian for AJP 3.20, the CCDCOE is responsible for updating and maintaining the doctrine to ensure that it remains accurate and informative for the Alliance. To take on this critical role, the AJP 3.20 Writing Team meets periodically to discuss the doctrine and the shifting sands of cyberspace. The most recent meeting of the Writing Team was held recently in Tallinn, Estonia. During this meeting, the CCDCOE gathered with NATO bodies and Nations in order to provide continuity to the revision of the Allied Publication, picking up the open topics from last Writing Team meeting held in NATO HQ past July. These meetings provide the opportunity for open forum discussions where the written drafts developed by the stakeholders between meetings are analysed chapter by chapter and discussed in a cooperative way to reach a common level of understanding and agreement. The next meeting is expected to occur in November 2023.

The Partnership for Atlantic Cooperation is a mechanism launched by the US, on September 20, on the sidelines of the UN General Assembly, which brings together more than 30 countries from the North and South Atlantic, with the declared purpose of increasing cooperation in issues of maritime security, environment protection, scientific research, and blue economy. However, what is not stated in the Declaration is that the mechanism is also a reaction of the US government to China's political, economic, and military growth in the Atlantic, although the document states that "...will not deal with matters related to defense, security and governance".

As leaders gather in Washington for a three-day summit to mark NATO’s 75th anniversary, ELN Senior Associate Fellows Nicholas Williams and Simon Lunn analyse the re-emergence of collective defence as a priority within the alliance and what it means for national governments. The paper argues that NATO’s regional plans should be the subject of parliamentary scrutiny by individual national parliaments to ensure that national commitments to NATO are consistent with the resources and political aims of their respective countries.
