The June 17 deadline applies to taxpayers affected by seven different disaster declarations. 2023 IN REVIEW - RESPONDING TO CRISES In September, Leominster, Massachusetts experienced catastrophic flooding, resulting in hundreds of evacuations and an estimated $40 million dollars in damages across the city. For Leominster’s low-income residents the disaster was especially acute. The resulting water damage and power outages left tenants scrambling to cover unexpected hotel stays, or wondering how they would replace spoiled groceries. Community Legal Aid Advocates quickly compiled information about resources available to residents affected by the floods, including information about replacement SNAP (also known as food stamps) benefits for food lost due to power outage, and know-your-rights materials for tenants. Salmon recovery partners throughout the state—including Tribes, local governments, and nonprofits—have seen their projects delayed or cancelled due to impacts from a change in the Federal Emergency Management Agency’s (FEMA) no-rise policy. The no-rise policy now mandates costly analyses for salmon habitat restoration projects. Thirty-one California counties and two in Oregon now have low-interest federal loans to help small businesses impacted by the decision to cancel this year’s commercial Chinook salmon season. The Pacific Fishery Management Council canceled the 2023 season in April, and the U.S. Small Business Administration declared disaster relief for those affected on November 29. This declaration enables the government to offer financial assistance to small businesses that have suffered economic hardships due to the season's cancellation. The closure of the salmon fishery was prompted by the decline in Chinook salmon populations. However, this is not the first year Chinook fishermen have struggled to get by. According to an October 23 article from the Oregon Capital Chronicle, fishing regulators attributed the drop in population to poor habitat conditions and climate change near the California-Oregon border, where thousands of Chinook migrate from the ocean up rivers and streams to spawn. After a disaster, the provincial government may declare the event eligible for Disaster Financial Assistance (DFA). Once declared, a DFA program for that event is opened which may provide communities with financial assistance for damaged infrastructure. Assistance is now available for local governments and First Nations in regions that have been adversely affected by wildfires this season. DFA is available to help community authorities cover disaster-related losses that are not covered by insurance, such as wildfire damage to public infrastructure, including roads, bridges and other publicly owned infrastructure.
