Cable, you do realize that you support an effort to ban institutions from providing programs like this right? ED regulations you have lobbied for cover laptops provided to students just like this program. Advocates for ED's draft regulations totally undermine scaling up OER and increasing student equitable access. Oh and another thing about this program, if ED's regulations go through the way you support them, the students would be required to pay sales taxes on the rented laptops. They would no longer be exempt in Illinois. Students would have to pay 10.75% sales taxes on the laptops rented to them. Same thing will happen to the textbook rental fee programs in Southern and Eastern Illinois university. Eastern's program was established in 1899.
