It was an honor to participate on this panel and address the emerging issues around recycling, decommissioning, and how policies on these issues can drive the industry forward (or stifle it). Growth of the nascent solar panel recycling industry is essential, but we need leadership from policymakers if these beneficial processes are not to become yet another tool of project opponents. Consider: 1. We are seeing some anti-renewable boards set decommissioning costs at extremely high values. One reason is few state or local calculations allow consideration of salvage values, yet in the real world, demolition projects do not landfill materials that can be sold. 2.Too often the decommissioning evaluation itself is becoming just another extraction of expense - one community is currently demanding a $10,000 up front payment just to evaluate a decommissioning plan. 3. Rules on recycling and waste handling (and recognition that re-used panels are not waste) need to come from state agencies following a proper regulatory procedure, not ad hoc permit conditions by the multitude of municipal jurisdictions. Consistency and fairness in recycling rules will encourage investment in the recycling industry at cost levels ratepayers can afford. Looking forward to working on these issues as the energy transition moves forward.
