Drinking water utility directors are under higher levels of stress right now, and understandably so. Municipalities are grappling with a growing list of risks and challenges that seem to be getting harder and harder to deal with. There’s PFAS, microplastics, cybersecurity, risk management for weather driven events, regulatory changes, technology advances, water scarcity, disinfection byproducts, and asset renewal — each utility has unique issues. Even utilities that have proactive systems in place are seeing new challenges. And so, it becomes a matter of: What am I going to need to address now? It’s a lot for utility managers to juggle, all while trying to figure out how to manage and pay for improvements to address the challenges. Given that we have a depth of experience and capacity, Kiewit can be a real resource for utilities that are facing some of these challenges for the first time — or simply overwhelmed by dealing with so many things at once. On a personal level, I’ve been serving the water space for a long time, and I feel lucky to be in a role here at Kiewit where I can help utilities tackle these issues head on. The State of Wyoming DEQ has issued 3 class VI permits! This is a big step forward for carbon management and another demonstration of Wyoming leading the charge. We need to store CO2 safely, deep underground. We need Class VI permits to do so and only 2 have been issued federally. States like Wyoming and North Dakota have primacy which allows them to issue their own permits. Primacy isn't a one-size-fits-all policy tool, but for states with demonstrated excellence and oversight, it can be a useful pathway to increase deployments. https://lnkd.in/eVSZFXQW

The EPA's Office of Land Management and Emergency Management issued a Memorandum on January 17, 2024, titled "Updated Residential Soil Lead Guidance for CERCLA Sites and RCRA Corrective Action Facilities". The intent of this guidance is to reduce childhood-lead exposure. As re result, NCDEQ will be lowering their Residential Preliminary Soil Remedial Goal (PSRG) for lead from 400 mg/kg to 200 mg/kg. A Residential PSRG of 100 mg/kg will be applied where it has been demonstrated that additional sources of lead are present (e.g., lead-water service lines, lead-based paint and/or non-attainment areas where the air-lead concentrations exceed the national ambient air quality standards set by the EPA). NCDEQ plans to publish the new PSRG for lead soon, recommends remediating parties adjust their active site investigations/cleanups accordingly, and has indicated they may reopen older remediation sites to evaluate compliance with the new lead standard. The Protection of Groundwater PSRG will remain the same at 270 mg/kg.
