Engineers/Developers. It seems large institutions, particularly banks, take the people that are best at being hands-on and push/pull them into being hands-off (ie: tech lead/management). It also seems most developers/engineers chafe at this. Caveat; my clients are hedge funds that tend to keep everyone hands-on. Therefore I tend to speak to more people who are that way inclined and my opinion may be skewed as a result.
