The Federal Bureau of Investigation (FBI) issued a stark warning this week about the growing threat posed by Chinese hackers, who he says are developing the capability to cause significant damage to America's critical infrastructure. Speaking at the 2024 Vanderbilt Summit on Modern Conflict and Emerging Threats, FBI Director @Christopher Wray said that Chinese hackers are actively working to "physically wreak havoc on our critical infrastructure at a time of its choosing." Wray further cautioned that these hackers are waiting "for just the right moment to deal a devastating blow." The hacking campaign, known as "Volt Typhoon", has successfully infiltrated several American critical infrastructure sectors, including telecommunications, energy, water, and others, according to Wray. From the document: "Following the attacks of September 11, 2001, and in the wake of the Intelligence Reform and Terrorism Prevention Act passed by Congress in 2004, Director of National Intelligence John D. Negroponte signed out the Intelligence Community's (IC) first National Intelligence Strategy. The strategy explained that the Intelligence Community's clear charge was to: [1] Integrate the domestic and foreign dimensions of U.S. intelligence so that there are no gaps in our understanding of threats to our national security; [2] Bring more depth and accuracy to intelligence analysis; and [3] Ensure that U.S. intelligence resources generate future capabilities as well as present results. Almost twenty years after our first strategy was issued, the Intelligence Community's charge remains just as clear, even as the strategic environment has changed dramatically. The United States faces an increasingly complex and interconnected threat environment characterized by strategic competition between the United States, the People's Republic of China (PRC), and the Russian Federation, which felt perhaps most immediately in Russia's ongoing aggression in Ukraine. In addition to states, sub-national and non-state actors--from multinational corporations to transnational social movements--are increasingly able to create influence, compete for information, and secure or deny political and security outcomes, which provides opportunities for new partnerships and challenges to U.S. interests. In addition, shared global challenges, including climate change human and health security, as well as emerging and disruptive technological advances, are converging in ways that produce significant consequences that are often difficult to predict. [...] The six goals outlined in this National Intelligence Strategy have emerged as our understanding of the kinds of information, technology, and relationships needed to be effective in the future has expanded."

🔍Today, on The European Lens we are addressing the idea of European intelligence and cybersecurity. 🔹EU-CIA: The Case for a European Union Counterintelligence Agency 🇪🇺 🌐 ▪️The European Union (EU) is facing a critical need to enhance its security and intelligence framework. Even though the EU Intelligence and Situation Centre (INTCEN) is an important analytic organization, its existing purpose and structure are insufficient to adequately meet the changing nature of security threats. This article suggests the development of a European Union Counterintelligence Agency (EU-CIA) to fill existing gaps and strengthen the EU's ability to address contemporary security and surveillance concerns comprehensively. ▪️INTCEN is primarily focused on providing intelligence analysis to support EU foreign policy and crisis response efforts. However, INTCEN's function is mainly consultative or advisory. Therefore, it lacks an operational ability to engage in proactive counterintelligence efforts or work closely with national intelligence organizations. ▪️The lack of a specific European counterintelligence agency creates a huge gap in the EU's security framework. As a result, a specialized EU-CIA with more resources and operational authority is required to combat transnational threats such as terrorism, cybersecurity, and foreign meddling or intervention. ▪️An EU-CIA would act as a single center for intelligence analysis and operational coordination between member states. This would increase the EU's strategic autonomy by lowering reliance on external intelligence partners and strengthening its resilience to foreign influence. By improving its counterintelligence skills, the EU will be able to better secure essential infrastructure, safeguard democratic institutions, and assert its global interests on its own. To put it simply, the limits and shortcomings of INTCEN underline the critical necessity for a European Union Counterintelligence Agency (EU-CIA) in an increasingly complex and interconnected world. ◽️What are your thoughts on this topic? A STEP TOWARDS TRANSPARENCY: An Effort by New Zealand Intelligence Agencies to be more open about NZ’s Security Threat Environment The Islamic Women's Council of New Zealand, as an organisation deeply impacted both prior to and since the Christchurch Terrorist Attack by the lack of transparency reporting by security agencies of risks, which ultimately that led to the ostracising and othering of our community before the trajedy. Thus, we are pleased to see those agencies and the NZ government hA published today "The Security and Intelligence Threat Environment in New Zealand" report 2023. IWCNZ has long been advocating for a more open and transparent government and security intelligence system. This release is a positive first step to achieving a return to open, transparent, and forthright discussions of risk. ✅ Key Highlights: Violent Extremism: Exploration of mixed ideologies and emergence of non-aligned extremist beliefs. Foreign Interference: Insight into the harm caused by states like China, Iran, and Russia. Espionage: Unveiling persistent attempts at espionage against New Zealand. Factors Shaping Threats: Examination of four key areas affecting our threat environment - strategic competition, declining social trust, technological innovation, global economic instability. The report is more than an assessment; it's a symbol of hope and progress. It represents initial stride towards understanding the complexity of NZ's current security environment and creating a plan to face them head-on. The insights contained within this document aim to build a more secure, transparent, and unified New Zealand.
