Navigating the Complex World of Earned Value Management Adjustments: Rebaselining, Replanning, Reprogramming, and the Use of Single-Point-Adjustments (SPAs) 🛠️ Earned Value Management (EVM) provides critical data about project performance. However, when deviations occur, it may be necessary to make adjustments. 📉 This post will discuss common adjustment methods: Rebaselining, Replanning, Reprogramming, and the use of Single-Point-Adjustments (SPAs). Rebaselining 📈 Rebaselining is typically used when variances in the project have become so significant that they render the current baseline ineffective for meaningful performance measurement. The new baseline can align Planned Value with Earned Value, or in some cases, align all three: Planned Value, Earned Value, and Actual Cost to reset variances. Replanning 📋 Replanning involves redistributing the budget for future work without changing the overall budget. The impact on funding requirements should be carefully considered, while maintaining traceability to previous baseline. Reprogramming 🔁 Reprogramming is an extensive replanning effort that results in a new performance measurement baseline (PMB), often involving Over Target Baselines (OTB) and/or Over Target Schedules (OTS). Approval from the customer are typically required. The Use of Single-Point-Adjustments (SPAs) ⚙️ SPAs adjust Earned Value metrics and are used during rebaselines. PV=EV=AC: Used to eliminate both cost and schedule variances. PV=EV: Used primarily to eliminate schedule variance, leaving cost variance untouched.
