RFI Announcement: The Army takes another key step toward creating a unified and modern network as it reaches out to industry with a Request for Information (RFI) to help refine requirements for the Unified Network Operations (UNO) program. UNO integrates and converges the enterprise and tactical networks and will enhance network security, resiliency and data. Interested offerors should refer to the instructions under “Access to Draft Documents” in the SAM.GOV announcement and respond to the RFI by July 17. The Army expects to to issue the multiple award, indefinite delivery, indefinite quantity (IDIQ) contract in the FY26 timeframe. I’ll take a swing. Because organic, outdated, underperforming, unresponsive, underdelivering PEOs have ruined warfighters and commanders perception of what we think our bloated DOD Aqcuisition is capable of at the Operational and below AT THE SPEED OF WAR. The battlefield moves fast. Soldiers have to weld armor onto HMMVs. Soldiers have to use standalone software for SA. One way drones above GRP1-2 anyone. Anyone? JCAS? No. 2 years later here’s 237 Pelican cases for a single strategic point. Now there’s devils advocacy, which is right: But what about DOTMLPF? Answer: WORK HARDER, that’s literally why these organizations exist IMO, not to innovate something new. No. Advise DOTMLPF of the new things we need right now.
