We estimate total oil takeaway capacity of 3 MMbbl/d from nine main lines in the GOM, implying ~1 MMbbl/d spare capacity relative to GOM’s current supply of ~1.9 Mbbl/d. The Hoover Offshore Oil Pipeline System faces a bottleneck, but we expect XOM will expand the capacity by at least 50% to accommodate SHEL's Whale startup in late 2024 and additional growth in the Alaminos Canyon area. GEL's Cameron highway oil pipeline and Poseidon systems have the most exposure to near-term growth.

There's a new contract on the horizon! Delfin Midstream Inc. says that it has entered into a design and engineering contract with Wison Offshore & Marine to develop FLNG vessels for use in the Gulf of Mexico. Delfin says that the agreement will help it construct new FLNG vessels, and thereby accelerate the development of the remaining FLNG vessel slots at the Delfin LNG Deepwater Port project. Commenting on the announcement Wouter Pastoor, COO of Delfin, said that Wison’s goal is to continue into a full FEED later this year so that FLNG vessel construction can start at their shipyard in mid-2024.
