The IRENA report on Renewable Energy Policies for Cities is an excellent resource. Summarising briefly - definitions of cities and their geographical and governance boundaries also tend to evolve differently. Cities play an important role in adaptation, mitigation and target-setting, convening, facilitating and financing as well as implementing renewable energy projects. Citizen participation and awareness can also be better in cities. Considerations for policy needs - Setting standards, passing ordinances, deploying in public and private buildings, based on energy demands for buildings (space and water heating, cooking, cooking, and other services). Renewables for social housing, partnerships and incentives for efficiency and effectiveness, including upgrades and retrofitting are also key. Building codes and zoning, district heating and cooling are always a part of urban planning which can be synergistic with renewable energy projects. National governments can set nationwide standards.
